REGULAR MEETING OF ZONING & PLANNING BOARD

The Zoning & Planning Board convened in regular session at the City
Hall, Thursday, July q, 1959, 7:30 P.M., with the following members
present: Chairman Horace Rice, presiding; Messrs. 0. C. King, 4. P.
Gill and Raymond Wyngarden. Mr. David Hannah was absent.
Mr. & Mrs. J F. Stevens appeared before the Board requesting approval
of an addition to a non-conforming structure at 6+31 Belmont on a 50 X
20':) foot lot, being the South half of Lot 10, Bloc~~ '.[?~;~4 es~ University
Place First Addition. A letter from Mrs. Stevens, dated June 3~~, and
Building Permit records indicated that a permit was issued in 19+7 for
the construction of a 12 X 2~+' one-story frame accessory building, with
approval of t}ze .7.,oning Board and City Commission, for the .purpose of
housing Mrs. Stevens' aged Father and Mother.
Inspection of the site revealed there has already been unauthorized ad-
ditions to the original 12 X 2~+' accessory building approved in 19+7.
Kitchen facilities have been added.
Motion by Mr. Wyngarden, seconded by Mr. Gill, that the request of Mr. &
Mrs. Stevens for permission to enlarge the accessory building now exist-
ing on their premises at 6+31 Belmont be denied as the proposed structure
would be a complete second dwelling unit on their lot.

Mr. G. 0. Brown, Jr., 3921 Marlowe, presented a drawing of a structure
he wishes to add to his present .r.esidence. An existing garage is to,be
removed and the new structure to be added includes an enclosed breeze-
way (utility room), garage, bath, toilet facilities and game room. The
present residence contains approximately 1000 square feet and the pro -
posed addition contains approximately L::60 square feet, including a 10 X
20 foot garage .
Motion by Mr. Wyngarden, seconded by Mr. King, that the request of Mz°. &
Mrs. G. 0. Brown, Jr ., for permission to construct an addition to their.
existing residence at 3821 Marlowe, be recommended for approval provided
it complies with the 20 foot setback restrictions for a rear yard area,
and further provided that Mr. Brown will execute an affidavit that the ad-
dition wi11 not be converted into a separate dwelling area.
Voting Aye: All No: None.
Mr. & Mrs. Henry Mayfield, 2620 Talbot, Lot 5,B1ock 8, Belle Court.Ad-
dition, appeared before the Board to inquire about finishing the interior
of the second f loom of a two-car arage and storage area. T is garage
building was built by a previous owner in 932. Perms 3~+?). The in -
terior of the second floor was never finished and the structure has
never been occupied.

Motion by Mr. King, seconded by Mr. Wyngarden, that the Board recommend
denial of t':;e request of Mr. & hLrs. Mayfield to finish the area above
the two-car garage for use as guest facilities, such facilities to in -
clude a bedroom and bath.
Voting Aye: All No: None.

(Mr. & Mrs. Mayfield neither requested nor denied any intent to install
cooking facilities and although at the moment this area is not proposed
as a garage apartment, approval of their request could readily lead to
this structure being utilized as a garage apartment.)
NLr. James R. Sims, 3121 Wroxton Road, resubmitted plans for a proposed
addition to his residence to extend within 13 feet of the rear property
line.
Motion by Mr. King, seconded by Mr. Wyngarden, that the request as sub-
witted by Mr. Sims be denied since the proposed structure would extend
to within 13 feet of the rear property line whereas setback requirements
demand a minimum of 2~ feet, and for reason that the additional structure
easily lends itself for conversion into a second living unit on this
property.
Voting Aye: All No: None.
With no further business to come before the Board at this time, upon
motion duly made, seconded and carried, the meeting was adjourned.
