Thursday, June 11,159, 'T;3i~ p.M., with the following members present: Mr. Horace Rice, presiding; Messrs. Gill, Hannah, Wyngarden and King. A request was p}~esented from Mr. Stokes Adair, member: of the Board of Deacons of St. Andrew's Presbyterian Church, or permission to use Lots 1, , an , B oc 1, Montacel o A i lon, fronting 10 ' on the East side of Buffalo Speedway and 2 0' on the South side of Bissonnet Street, for parking of automobiles by guests and members of St. Andrew's Church congregation. These four lots have been purchased by the Church. Motion by Mr.-King, seconded by Mr. Hannah, that the Board recommend that the Zoning Ordinance be amended to permit use of Lots 1,2,3 & 4, Block 1, Monticello Addition, as a free automobile parking area for members and guests of St. Andrew's Presbyterian Church; only provided they erect walls, fences, gates and~or other barriers to insure that these lots will. not be used except for church parking and provided that the area is surfaced with asphalt and~or concrete to insure against flying dust or any other condition objectionable to adjacent property owners; and that the Church - take steps as required to present this matter for a public hearing. Voting Afire: All No: None. Mr. L D. Grossman, 6501 Vanderbilt, requested permission to subdivide Lot 7, Block 10= West University Place First Addition into two lots in order that a'~) X 1`?O foot building site would `be provided on the East portion of the lot to front on Pittsburg.. Motion by Mr. Hannah, seconded by Mr. Gill, that the Board recommend that Lot 7, Block 10, West University Place 1st Addition be subdivided into two lots (1) 1~'~0 X 1~-0 feet to front on Vanderbilt (existing resi- Bence on this. portion) and (2) 60 X 1~0 feet to front on Pittsburg, with provisions that such subdivision be consistent with all city ordinances. Voting Aye: A11 No: None. Mr. Jerome Epstein, Attorney representing L. E. Carpenter, appeared be- fore the Board. questioning the action of the City personnel in refusing to turn on the water. at an ^.f ice building ~ocate~. at'~ unsex fix'. Epstein stated that Mr . L. E . Carpen er was owner of a ppar~E'~o~`ho~ 30, all off' 31 & 32, Block 6, Monticello Addition, and that the office build- ing was constructed in 1~3• and rented as a real estate office, and had been used continuouslZT for this purpose. The Board requested Mr, Epstein to submit a written request as to his question which he agreed to do. Mr. James R. Sims was advised that his re- quest as presented could not be approved. Certain recommendations were made to assist Mr. Sims in a conforming manner. Mr. Sims plans to pursue the recommendations further. In accordance with action taken on May 1~, with reference to, the request of Mr. R. A. Piehl, 3006 Robinhood, for permission to add a second f.,3.oor to his present garage to be used as servants quarters, the following action was taken, ~y Motion by Mr. King, seconded by Mr. Hannah, that the request of Mr. R. A. Piehl for permission to add a second- floor to his present garage to be used as servants quarters, be denied for reason that t1:1e square foot area of floor space requested exceeds the needs of tae purpose stated, and the building would be a potenti al violation of the Zoning Ordinance, Voting Aye: All No: None. A letter from Mr. James B. Council, E327 Belmont, requesting approval to remodel the .space above the double .garage. and to add bathroom facili- ties was considered. Mr. Council stated in his letter that he intended to use the room as a guest room, and had executed an affidavit to be made a part of the-deed to the property, that the building would not be used for rental or commercial purposes nor would it be used to ac - commodate a second family. Motion by Mr. Hannah, seconded by Mr.. King, that the request of Mx. James B• Council, r,27 Belmont, to remodel the area above the double garage to be used as a guest room, be denied inasmuch as the request is for installation of a second dwelling unit in an area zoned for single family dwellings.
