MINLfI'ES OF REGULAR MEETING
ZONING & PLANNING BOARD
MAY 13, 195+
The Zoning & Planning Board convened in regular session at the City Hall on
Thursday, May 13, 195+, with the following members present: Mr. Ed Davis,
presiding; Messrs. Halbert, Hannah and A. G. Davis. Mr. Chas. Taylor was
absent.
Mr. Tam Elliott, owner of the South one-half of Lot 11, Block 35, West
University Place lst Addition which is located 140' north of Carnegie
Street and fronting the Poor Farm Ditch, requested permission to construct
a residence containing 804 square feet instead of the required 1200'. Mr.
Elliott stated that his only means of egress and ingress to the lot was by
way of Virginia Street right-of-way which is used also for drainage purposes..
Motion by Mr. Hannah, seconded by Mr. Halbert that the Board withhold action
on Mr. Elliott's request pending an opportunity for members to look at the
property and to discuss the application with the City Attorney.

Voting No None
Mrs. Frieda Colish, 2929 Rice Blvd. at Belmont Street appeared before the
Board requesting permission to operate a kindergarten during the summer
months. Mrs. Colish stated that she had a very large house and had also
purchased the vacant lot adjacent to her property.
Motion by Mr. Halbert, seconded by Mr. Davis, that the Board consult with
the City Attorney and get an interpretation of the Zoning Ordinance with
reference to operation of a kindergarten before action is taken.

Voting No : None
Mr. E. P. Evans, 3221 Carnegie Street asked permission to erect a carport in
front of his existing garage fronting on Rutgers Street. The carport would
extend into the 30' setback required for Rutgers Street.
Motion by Mr. Hannah, seconded by Mr. Halbert that the application of Mr.
E. P. Evans be tabled for an opportunity to look. at the property personally.

Mr. K. E. Krenzler, owner of Lots 1 and 2, Block 1, Krenzler Courts asked
advice from the Zoning Board regarding a proposal to erect a four unit
apartment building on the two lots instead of two duplex structures, for
which it is zoned. Mr. Krenzler was told by the Board that a change in
the zoning for the two lots would be considered spot zoning; however, if he
would submit a proposal jointly with his brother who awns the remainder of
the lots on that block, the Board would consider making some type of recom-
mendation.
A letter from Rev. Basil Karpelenia of the St. George drthodox Church, was
submitted to the Board with a request to amend the city's zoning ordinance
to permit construction of a church on Lot 1, Block 92, West University Place
2nd Addition.
Motion by Mr. Davis, seconded by Mr. Hannah that action on the request from
Rev. Basil Karpelenia be deferred until representatives can appear before
the Board.
Voting Aye: All
Voting No None
With no further business to come before the Board at this time, upon motion
duly made, seconded and carried, the meeting was adjourned.
