MINUTES OF SPECIAL MEETING
ZONING & PLAA~NING BOARD
FEBRUARY 24, 1954
The Zoning & Planning Board convened in Special Session on February 24, 1954,
with the followint members present: Mr. E. R. Davis, presiding; Messrs.
Hannah and Halbert. Messrs. Taylor and A. G. Davis were absent.
The Board considered the several applications which were submitted at the
time of the regular meeting on February 11, 1854, at which time no official
action was taken due t~~ lacii of a quorum.
Mr. M. L. Osenbaugh, Owner of Lot 2, Block 42, West University Place lst
Addition submitted a reques"t thro~zgh Attorney George Banks for an amendment
to the Zoning Ordinance to permit a 20 unit multiple housing unit to be
erected on said lot. The Board was unanimously in favor of recommending
denial of this request as in their opinion such amendment woL~ld constitute
spot zoning.
Consideration. was given to the request of Mr. Warren S. Hinkle and Mr. Sweeney
for permission to erect a Root Beer Drive-In stand at the corner of Sunset
and Kirby Drive on Lct 18, Block 3, Evanston Addition which is zoned for
cc~*mnercial purposes. It was the opinion of the Board that this request does
not constitute a zoning problem. The application was referred to the City
Commission for action.
A letter was received from Mr. Carey Williamson, representing the West
University Baptist Church, requesting permission to move a two-story frame
building from the side of the new structure tc a temporary location on
Milton Street across from the city's equipment storage barn which space is
new used by the church as parking area. The Board advised they were sym-
pathetic with the church's ambitions and requirements and decided to table
.the request in hope that a better location in accordance with gocd zoning
could be worked out in the next few weeks. In ~*iew of the fact that the new
building will not be completed until June or July, 1954, it was the Board's
opinion that this would give time to study the matter and possibly more
practical arrangements could be made rather than moving the building onto
lots zoned for a single family dwelling. Members of the Board stated they
were more than willing; to confer with Mr. Williams and the Church Committee
in an effort to work out satisfactory arrangements.
A letter was received from Mr. Homer McCallan, Owner of Lot 2, Block 93,
West University Place 2nd Addition, located in the 3600 Block of Bissonnet
in which he took exception to the fact that no recommendation was made by
the special Zoning Advisory Committee for rezoning the property along
Bissonnet where his lot is located. In view of the fact that the Committee
did recommend possible limited commercial development for the lots on
Bissonnet between Buffalo Speedway and Wakeforest, the Zoning Board unani-
mously declined to make a recommendation in favor of dezoning Lot 2, Block 93,
West University Place 2nd Addition, because it would constitute undesireable
spot zoning..
Mr. Carl Illig requested by letter that Lot 4, Block 2, Bissonnet Place,
fronting on Bissonnet be considered by the special Zoning Advisory Committee

and included in the area recoimnended for dezonin~T to permit multiple family
dwelling units. ^he Board did not see fit to make such recommendation as this
would constitute spot zoning.
With no further business to come before the Board at this time, upon motion
duly made, seconded and carried, the meeting was adjourned.
