HomeMy WebLinkAbout10091973 ZPC MinutesG~ ~`~ REGULAR MEETING ZONING AND PLANNING CCTSSION .....OCTOBER. 9, 1973 The Zoning and ~'ianna~g Commission of the Ca;ty o~ West University Place convened in regular session at the City Ha11, 7:30 p,m,, Tuesday, October 9, 1973, with the following members present: Chairman E, Gene Hines, presiding; Members Bartho- lomew, Dahlin, and Weatherby, Mr. Lipscomb was out of town, The minutes of the regular meeting of the Zoning and Planning Commission on September 11, 1973 approved as corrected relative to cross reference of denial of Myers sub-division and cross reference to reading file concerning letter from Mr. ~,~ Ron Shoup on the development of Independence Fark, Cat ~ The time sequence of submission of minutes of the Zoning and Funning Commission '-'~ to the City Commission was discussed. The Zoning and Planning Commission decided V that only its approved minutes should be submitted to the City Commission. It was V agreed that a letter should be directed to the Gity Commission advising it of this decision. The following members of the Environmental Improvement Committee: Mrs. Waynell Gregory, Chairman, Mrs, Travis Long and Mr, Ron Shoup, appeared at the meeting by prearrangement to discuss with the Zoning and Planning Carmnission Fence Ordinance No. 896 and Ordinance No. 1000 amending Ordinance No. 896. The Environmental Improvement Committee has been studying the ordinance with the view of making recommendations to the City Commission for possible changes. Mr. Hines welcomed the members of the Committee and asked if they would give a brief background on the Envirormiental Improvement Committee as to purpose and type of committee as it is newly formed and the members of the Zoning and Planning Commission were not familiar with its organization. Mrs. Waynell Gregory, Chairman of the Environmental Improvement Committee, said she thought the Resolution which created the committee would answer these questions and she read from Resolution No. 73-9 which created the Committee: ...created and established a Committee to be known as the Beautification Committee, which committee shall consist of seven (7) members.... The Committee shall be autho- rized and required to: (a) Advise the City Commission on ways and means to encourage citizens to improve and beautify their yards and residences; (b) Recommend to the City Commission ways and means to beautify and improve common and public areas; (c) Perform such other duties with reference to matters specified above as the City Commission may from time to time request.... Appointed to serve for a period of one (1) year from the date of Resolution, or until appointment and qualification of their successors." She also stated that the name "Beautification Committee" was changed to "Environmental Improvement Committee" by vote of the members. A detailed, step by step discussion was held on each section of Fence Ordinance No. 896 and Ordinance No. 1000, as well as a letter from Mr. Bill Sawyer, Vice- Chairman of the Environmental Improvement Commission, to the City Commission which outlined several changes the Environmental Improvement Committee recommended be made in the ordinance. (See Reading File in office of the City Manager for copy of letter.) It was .generally concluded by both groups, that Fence Ordinance No. 896 and Ordi- nance No. 1000 amending said Fence Ordinance need to be revised and the following ~~~ items in particular should be scrutinized closely far possible changes: 1. Allowance for fences under certain conditions (i.e., heavy traffic areas). to extend a fence beyond the _'hnain'' wall of the building. 2. Parallel fences. 3. Height of fences. 4. The way a fence faces. 5. Definition of words, such as "main" wall a 6. Rewording of certain sections to make meaning clear. 7. Ingress and egress through rear property line fences. The Chairman of the Zoning and Planning Commission expressed thanks to the members of the Environmental Improvement Committee for coming to the meeting for the dis- cussion and asked that the Zoning and Planning Commission be kept advised. of any recommendations they make to the City Commission concerning the Fence Ordinance or other matters which involve the responsibilities of the Zoning and Planning Comu~i- sion. The Environmental Improvement Committee chairman agreed and asked that the Zoning and Planning reciprocate.
