HomeMy WebLinkAbout05011973 ZPC Minutes~, REGULAR MEETING ZONI1~ AN'D PLANNING Cf3MP~ISSION MAY 1, 1973 The Zoning and Planning Commission of the City of'W~st University Place c~n~ne~t in regular session at the City Hall, Tuesday, May 1, 1973, 730 p.m.~ with the following members present: Mr. E. Gene Hines Chairman presiding; Members Bar- tholomew, Dahlin~ Lipscomb and Weatherby. On motion made seconded and carried, the regular meeting was recessed until after the Public Hearings called for 7:30 p.m. and 7:t~5 p.m. On motion duly made, seconded and carried, Public Hearing .called for ?:30 p.m. was opened to consider application for subdivision from Dr. Edward C. M. Chen df I~et" 1, Block 57 West'University Place 2nd Addition 3323 Georgetown into two lotsA each 50 x 150 ft.~ both fraxrting on Georgetown. Dr. Chen spoke briefly stating that the majority of the lots in that area had previously been subdivided and he was asking for the subdivision of his prop- - arty so that it could be more effectively,utili~ed. Mr. Walter H. Ackerman 3t~06 Rice Boulevard' stated his concern with the sub- division was that rental property would be.built on the two lots thus created. Mr. Ackerman wasadvised that the Zoning and Planning Commission, nor any other officials hac~control over whether the property was rented or not. Motion by Mr. Dahlin# seconded by Mr. Weatherby, that ~.pplication far subdivision of 'Lot 1~ Block 57 Weft University Place 2nd Addition. 3323 Qeorgetown into two lots each'S0 x 150 ft.' both fronting on'Georgetown, be approvedi sub- ~ect to compliance with all building setback requirements, building code, or other governing ordinances, whether or not herein specified for any subsequent construction. Voting Aye: Ali Voting No: None On motion duly made, seconded and carried the Public Hearing closed.. 1 On motion duly made, seconded .and carried Public Hearing called for ?:l~5 p.m. was opened to consider application far subdivision from Mr. Doy D. Myers of Lot 2, Block !t0 West University Place 1st Addition 6636 Buffalo Speedway into two lots, each 50 x 150 ft, both fronting on Buffalo Speedway. Edwards, 6631 Rutgers and. Mrs. Wm. J. Griggs, _"~ 6639 Rutgers; Mr. Marshall P. Graham III, 6627 Rutgers; Mrs. Ramona Bomar, 2611 V Carolina; and`Mr. Mike Parks, 6l~27 Buffalo Speedway, all spoke in opposition to the application because of the fact that no other residences on the west side of the 6600 block. of Buffalo Speedway are located on 50 foot lots. (All are located on 100 ft. lots). They stated they wanted to maintain the character of the block by not having it cut up into smaller lots. Motion by Mr. Lipscomb, seconded by Mr. Weatherby, that application for subdivision of Lot 2, Block !~0 West University Place lst Addition ~" 6636 Buffalo Speedway, into two lots, each 50 x 1,50 ft., both fronting on Buffalo Speedway, be denied .because no other property is developed on the west side of the 6600 block of Buffalo Speedway on other than l00 ft. lots and it is to the over-all benefit of the city to maintain the character of the late facing Buffalo Speedway on this block. Mr. Weatherby On motion duly made, seconded and carried, the Public Hearing was closed. • . r r . . r r . r . . - ..r On motion duly made, seconded and carried, the recessed meeting of the Zoning and Planning Commission convened at 8:25 p.m. Mr. Paul Martin, 67111. Westchester, representing The Urban Design Team of The Resi- dents Committee of the City of West University Place, gave a presentation of a Development Planning Sturdy this group is s-rorking on to communicate citizens ideas for planning to the Zoning and Planning Commission. Mr. Martin stated their fore- most concern was that the residential character of the city should be maintained with the following type developments: 1. Townhouses 2. Park Development 3. Patio homes ~~J He elaborated on the above ideas with illustrated maps and a model of townhouse development on Kirby Drive. Mr. Hines thanked Mr. Martin and assured him all suggestions would be carefully studied. Several members of the Parks and Recreation Board were at the meeting. Mr. Mike Parks, Chairman of the Parks and Recreation Board, briefly stated they wanted to work with tha Zoning and Planning Commission and make recommendations to them for sites for i'uture parks. Mr. Hines advised the next immediate consideration of the Zoning and Planning Commission would be iri the Kirby Drive, Bissonnet, Wesleyan and Rus~sirr areas and that any recommendations 'should be in these areas at this time. Minutes o~f the Special Meeting of the Zoning and Planning Commission of March 13s 1973 were presented to the Commission and approved as submitted. .Minutes of the Regular Meeting of the Zoning and Planning Commission of April ~s 1973 were presented to the Commission and approved as submitted. The following letter from Mr. Whitt Johnsons City Manager, to Mr. E. Gene Rinses Chairmans Zoning and Planning Commission was presented to the Commission for their informations MMr. E. Gene Hiness Chairman Zoning and Planning Commission City of West University Places fiexas Dear Mr. Hinesz I have been instructed by the City Commission to advise the Zoning and Planning Commission that arrangements have been made by the City to ac- quire title to Lot 9, Block 18 Collegeview let Addition City of West University Place, Texas 3811 Amherst Street being property owned by the Estate of Mrs.Garland W. 'Vorhees. This property is contiguous to the City Hall and the satiating house will be demolished, removed and that vacant tract of land then uti- lized as a parking area. Houston-Galveston Regional Transportation Study dated April, 1973 were presented to the Commission for their information and the secretary instructed to file same for reference.
