FF 1Ln..,AR "~ T IPdG ZOA?ING A'~D PLAnT?vTIi~T"~ CO?~"~IISSI01'1 JANUARY 2, 1973 The Zoning and Planning Commission of the City of West University Place con- vened in regular sesvion at the City Hall, Tuesday, January 2, 1973, 7:30 p~u.~ with the following members present: Chairman E. Gene Hines, presiding; Mem hers Bricker, Caldwell, Dahlin and ~,Teatherby. Mr. Faul Martin, 671t~ atiTestchester, was a visitor at the meeting. The Chairman briefly reviewed points discussed with members of the City Commission at an informal meeting on December 12, 1.972, including the status of. the "tria~-gle" at Stella Link and Weslayan which was rezoned for parking by the City Commission by Ordinance A?o. 9l~0 amassed July 13, 1970, and tre site recentl.~r purchased by the city for the location of anew water well. Leo Rubenstein seeking infor- mation on the Lonin~ ar~d Planning Commission's study for land use in the city was submitted to the Commission for their information. Aiinutes of the regular meeting of the Zoning and Planning Commission on December 5, 1972 were presented and approved as corrected. Minutes of the special meeting of the Zoning and Planning Commission on December 12, 1972 were presented and approved as corrected. The Chairman presented Ordinance .To. 952 dated January 11, 1.971 which appointed the current Zoning and Planning Commission and pointed out that the Commission was appointed for a term of two years or "tY:ereafter until the appointment and qualification of t'r~eir successors". On the basis that Iris Commission was, and is still, a qualified and active Commission, it was tY~e unanimous decision of all members to proceed with official business pending on the docket. Action by Mr. ~ahlin, seconded by R$r. Weatherby, that the Zoning and Planning Commission ;rcceed to consider formulation of recommendations for the land use of the City of 'rdest University Place; that Area 3, a.s identified on sage 33 of the Caudill Rowlett Scott WEST UNIVEf?5IT Y PLACE 1971-LAND USE AND CIRCULATION PLAN, and with boundaries as redefined in the Zoning and Planning Commissions report to Mayor John Neighbors dated November 9, 1972, will be the first area considered and it shall be sub-divided, for the purpose of Public Hearings, into three sections es follows: Area 3A - r rom Poor Farm Ditch to Buffalo Speedway Area 3B -From Buffalo Speedway to Brompton Road Area 3C -From Brompton Road to Kirby Drive. Voting Aye: Bricker, Dahlin, ?tiieatherby and Hines Voting No: Caldwell Motion by P4r. Dahlin, seconded by Mr. Weatherby, that the Zoning and Planning Commission commence Public Bearings, for the revision of the existing Zoning Ordinance, in Area 3, with hearings set for three consecutive weeks, that the order be (1) Area 3B, (2) Area 3A, and (3) Area 3C, and that the first Public Hearing be called for Area 3B on the next regular meeting of the Zoning and Planning Commission at the Community Building, 610lt Auden, on February 6, 1973 at 7:L~5 p.m.; Public Hearing be called for Area 3A at the Community Building on February o13, 1973 at 7:Lt5 p.m.; a.nd Public Hearing be called for Area 3C at the Community Building, 610l~ Auden, on February 20, 1973 at 7.~5 p•m• Voting Aye: A 11 Voting No: None Ctii r~ V U Motion by Mr. Dahlin, seconded by Mr. Caldwell, that the Zoning and Planning Commission hold. a series of Fublic Hearings to consider Mans for each of the peripheral areas identified on page 33 of the Caudill Rowlett Scott Tn1EST UNIVERSITY PLACL 1971 LAND TJSE AND CIRCULATIOPd PLAN and further defined in the letter dated November 9, 1972 to Mayor Jahn N ideighbors, in preparation of formal recommenda- tions to be presented to the City Commission. Voting Aye: All Voti~3g No: None [i Application No. 72-6 from Mr. C. H. Atkins to rezone Lots 1 and 2, Block 93 West University lst Addition City of West University Place, Texas for professional property for an office building up to six (b) stories, was presented to the Commission for their consideration. The above mentioned application from Mr. Atkins was discussed and after the discussion action was taken as follows: Motion by P~1r. Bricker, seconded by Mr. Weatherby, that Application IVTo. 72-6 from ~:r. C. H. Atkins to rezone Lots 1 and 2, Block 93 West University 1st Addition City of Tdest University Place, Texas 1 for professional property for an office building up to six (6) stories, be re- jected as submitted. Ms. Caldwell offered an amendment to the notion, accepted by Mr. Bricker and Mr. Tnleatherby, that the Zoning and Planning Commission reject Application No. 72-6 because of the request for excessive height of the building proposed, and that the Commission would be happy to discuss the application further with Mr. Atkins. The amended motion was voted on and failed to pass. Voting Aye: Caldwell Voting No: Bricker, Dahlin, Weatherby and Hines.. ~~t)A~7 Motion by Mr. Weatherby, seconded by Mr. Dahlin, that Application No. 72-6 be rejected as submitted and that the Chairman notify Mr. Atkins of the rejection and that the Commission would be happy to discuss the action taken with Mr. Atkins at a future meeting date.
