HomeMy WebLinkAbout11121970 ZPC Minutes REGULAR MEETING ZONING AND PLANNING COMMISSION NOVEMBER 12, 1970 The Zoning and Planning Commission of the City of West University Place con- vened in regular session at the City Hall, Thursday, November l2, 1970, 7:30 p.m., with the .following members present: Chairman David Hannah; Members L. B. Bricker, R. C. Hilton, E. Gene Hines, and H. E. Lott. Mr. R. E. Clemons, representative of owner, W. A. Horne.; met with the Zoning and Planning. Commission to discuss rezoning of the following property: Lots 5 and 6, Block 2, Bissonnet Place Addition, City of West University Place, Texas. Mr. Clemons referred to a letter addressed to the Commission and dated June 7, 1970, in which he outlined various types construction for these lots. Mr. Jim Maxwell, partner in the firm of Shwa do Maxwell, Inc., developers, appeared with Mr. Clemons with a tentative plan for a retail business "service" center at this location. A general discussion between the Commission, Mr. Clemons and Mr. Maxwell ensued in which the various uses were discussed. Also discussed was the possibility of rezoning adjoining lots described as: ' Lots 7, 8, 9, Block 2, Bissonnet Place Addition, City of West University Place, Texas. and developing all of the area. There are houses located on the Lots 7, 8, and 9, but Lots 5 and 6 are vacant. Mr. Clemons and Mr. Maxwell were advised by the Commission that they would confer with the City Attorney to determine if this in fact would not be "spot" zoning and could. not at this time give a definite answer or recommendation for rezoning. Messrs. Clemons and Maxwell left the meeting at this time. After an informal discussion among the Commission members .the concensus of opinion was strongly against consideration of rezoning of these lots, because it would be "spot" zoning and might constitute a gradual encroachment into a residential area, especially of all lots were considered. The Commission realizes these are "problem" lots, and oddly shaped, and that there are several along Bissonnet which do not lend themselves to construction of any type. There being no further business to come before the Co ssion, upon motion duly made, seconded and carried, the meeting adjourned. C rman Attest: cretary
