REGULAR MEETING
Z(3NING AND PLANNING COMMISSION
MARCH 12, 1970
The Zoning and Planning Commission of the City of West University Place convened
in regular session at the City Hall, Thursday, March 12, 1970, 7:30 p.m., with
the following members present: Chairman David W. Hannah, presiding; L. B. Bricker,
R. C:. Hilton, E. Gene Hines, and H. E. Lott.
Mr. E. C. Noble, Jr., 3511 Albans Street, Mr. J. F. Collier, 3323 Albans Street,
Mrs. R. C. Scoggins, 5315 Westchester, and Mr. and Mrs. Earl Morin, 3323 Bissonnet,
were present at the meeting.
A letter from Mr. Tommy Arwady, Chairman of the Purchasing Committee of St. George
Orthdox Church, 5311 Mercer 'at Bissonnet, was presented to the Zoning and Planning
Commission for their cdns~ideraton. The letter stated that the church is negotiat-
in~'for the purchase of property adjoining their church, described as:
Lot 2, Block 92, West University Place 2nd Addition,
City of West University Place, Texas, Harris County,
150 ft. x 250 ft., southwest corner of Bissonnet and
Sewanee,
and requested the Zoning and Planning Commission to take appropriate action so that
this property may be used for a parish home and that in the future an educational
building might be added to the church facilities.
Mr. Tom Arwady and D~. Wm. Attra appeared before the Commission and outlined in de-
tail plans for the above property. Mr. Arwady stated that at the present time the
existing houses on the property would be repaired and redecorated to be used for a
parish home for their pastor. Shrubbery and other foliage which is noq growing pro-
fusely along the west side of this property adjoining property now owned by the
church will be removed and the area expanded for parking. This parking space, how-
ever, is on property already owned by the church. Plans for an expanded educational
building are eight to ten years in the future and even then would be an additio n to
existing buildings and not another building.
After discussion, the Zoning and Planning Commission advised Mr. Arwady and Dr.
Attra that no action was required by the Commission as long as the use to which the
property will be put is an integral part of the chuxch's operation and that the
property cannot be used for any commercial purposes. The property will still be
subject to the present single-family residential zoning if and when it is not used
for church purposes. They were also advised that any remodeling, change. of use, or
parking must conform with all City ordinances.
Motion by Mr. Hines, seconded by Mr. Hilton, that Chairman Hannah be authorized to
acknowledge receipt of the letter from St. George`s Orthdox Church and advise them
of the above. Motion carried.
Mr. Arwady and Dr. Attra left the meeting at this time.
Mr. Jack Castles, elder of the West University Church of Christ, and Rev. Glen
McDoniel, pastor of the West University Church of Christ, appeared before the Zoning
and Planning Commission and requested the Commission to take appropriate action so

the property now owned by the church and adjoining the church proper be used for
a classroom and fellowship meetings. The property is described as:
Lot 5, Block 91, West University Place 2nd Addition,
City of West University Place, Texas.
Mr. Castles stated that only one class with approximately 50 members would meet in
the building on Sundays, but that the facilities would be utilized for social acti-
vities on other days.. He stated no extensive remodeling is planned, only that which
is required by the City of West University Place to meet all ordinances. concerning
construction, parking and fire safety.
After discussion, the Zoning and Planning Commission advised Mr. Castles and Rev.
