REGULAR MEETING
ZONING AND PLANNING COMMISSION
FEBRUARY 12, 1970
The Zoning and Planning Commission of the City of West University Place convened
in regular session at the City Hall, Thursday, February 12, 1970, 7:30 p.m., with
the following members present: David W. Hannah, presiding; members L. B. Bricker,
R. C. Hilton, E. Gene Hines and H. E. Lott.
The Zoning and Planning-Commission has for several weeks been making a study of
Zoning Ordinance. number 111 of the City of West University Place in connection with
certain aspects and definitions of terms included therein. The following are final
recommendations to the City Commission from the Zoning and Planning Commission for
amending and interpreting the categories as showsn:
1. t~CCESSORY AND OR UTILITY BUILDINGS: No kitchen facilities. The size
limitations of accessory and or utility buildings should be determined
by the following:
Rear Yard - Distance from rear most part of main residence to
rear property line.
Minimum Rear Yard - 20 foot distance from .rear property line.
Garage and~or accessory buildings should not cover more than 40~/ of
minimum rear yard area.
Lot coverage should be limited to ~+0°~ of entire lot for residence,
garage, accessory and~or utility buildings.
2. SERVANTS' QUARTERS: An accessory building or portion of the main
building used as living quarters for servants employed on the pre-
mises and not rented or otherwise used as a separate dwelling. Such
quarters should have no kitchen facilities or separate utility meters.
No servants' quarters to be built upon the rear 20 ft. of the lot.
3. NON-CONFORMING GARAGE APRTMENTS AND OR EXISTIl~TG SERVANTS' QUARTERS:
It is recommended that non-conforming garage apartments and or existing
servants' quarters be allowed to be maintained and .repaired for general
upkeep and safety, including maintenance rewiring, and rewiring for air
conditioning, but that no additions or enlargements be allowed. If
destroyed, either willfully, accidently, or by Act of God, shall not
be allowed to be rebuilt.
4. CIRCULAR DRIVEWAYS: It is recommended that circular driveways be
allowed.
5. HARD-SURFACED MATERIAL USED FOR COVERING FRONT YARDS: The. Zoning and
Planning Commission does not feel that restrictions should be placed
on the covering of yards with materials such as brick, rock, stone or
other decorative materials. The Commission suggests that an ordinance
could be drafted to exclude the parking of boats, trailers, or mobile
homes except behind the front building line, or if allowed to park in
front of the front building line, either on the paved area or on a
circular driveway, boats, trailers, or mobile homes could not be park-
ed more than 12 hours out of any consecutive 36 hours. Automobiles

should be allowed to park at anytime in the paved area or on a circular

6. LOCATION OF GARAGE WITH RESPECT TO FRONT AND REAR BUILDING LINES: The
Zoning and Planning Commission: recommends that a garage, whether detached
or attached, must conform to the samerequirements as the front build-
ing line of the residence. The rear set-back line to remain 5 ft.
With no further business to come before the Commission at this t me, upon motion
duly made,. seconded and carried, the meeting adjourned.
