ZONIlVG AND PLANNING COMMISSION

The Zoning and Planning Commission of the City of West University Place mgt in
regular session at the City Hall, Thursday, November 13, 1969, 730 p.m., with
the following members present: Chairman David Hannah, presiding; E. Gene Hines,
R. C. Hilton, H. E. Lott, and L. B. Bricker.
Application number 6g-4, submitted by Eddie Knebel, owner of Lotll, Block 22,
Wcst University 1st Addition, City of West University Place, Texas, located at
6317 Westchester, was presented to the Zoning and Planning Commission for consi-
deration. The Commission was advised that the applicant request a subdivision.
of Lot 11, Block 22, into two lots, each 50' x 150', each fronting on Westchester
Street. A survey of the. property was presented with the application. The infor-
mation was brought out that there is an existing building on the property, but
the owner is in the process of demolishing it.
Motion by Mr. Hines, seconded by Mr. Lott, that a Public Hearing be called for
the next regular meeting of the Zoning and Planning Commission, 7:30 p.m. at the
City Hall, to consider subdivision of Lot 11, Block 22, located at 6317 West-
chester, into two lots each 50 x 150', each fronting on Westchester Street.

Application number 6g-5 was submitted by Howard H. Burney, representative of the
Southwestern Bell Telephone Company, Houston, Texas, and requests rezoning of four
lots located in the 4000 Block of Ruskin. Street, being Lots 1, 2, 3, and 4, Block
25, Collegeview First Addition, Cityof West University Place, Texas, each 50' x
115', presently zoned for single-family dwelling of g00 sq, ft. frame construction,
for use for parking automobiles .owned by the Southwestern Bell Telephone Company
and~or its employees.
Mr. Wm. L. Partridge, e~wner of 4038 Ruskin, one of the properties involved, was in
attendance at the meeting.
Mr. Burney, representative of the Southwestern Bell Telephone Company, stated the
problem of parking for Telephone Company vehicles acid employees' automobiles has
been a long standing problem for the City and the Company in that they have not. had
adequate facilities and that it has recently been intensified by reason of construc-
tion now taking place at the site. Mr. Burney said there is hardly a day in which
he does not receive complaints from residents in the area asking for removal of cars
from in front of homes. He also stated that when the current construction is com-
pleted there would be a loss of about 14 parking spaces that had been used heretofore.
He said he had recently received authorization to secure options on the properties
listed in the application, and if the rezoning is accomplished the Company would
demolish the houses, hard surface the area, landscape, and erect a screening fence.
After several questions direct to Mr. Burney from the Commission concerning availi-
bility of other property for parking, easements and other pertinent details., Mr.
Hannah advised Mr. Burney the Commission desired to discuss some aspects of the
application with the City Attorney before consideration was given to calling a Public
Hearing and he would be advised of any. decision made by the Commission.

At this time a meeting with the City Attorney and the Zoning and Planning Commission
was arranged for Tuesday, November 18, 1869, 7:30 p.m., at the City Hall.
Mr. Burney and Mr. Partridge left the meeting at this time.
The Commission took up a discussion of the construction of accessory buildings and
utility buildings on property in the City of West University Place and the correct
interpretation of the "open space" as defined in the Zoning Ordinance. This dis-
cussion is in preparation of a report from the Zoning and Planning Commission to the
City Commission concerning several aspects of the Zoning Ordinance and recommendations
from the Zoning and Planning Commission. No final decision s were made at this. time.
There being no further-business to come before the Commis ion at this time, upon
motion duly made, seconded and carried, the meeting was cessed until 7:30 p.m.
Tuesday, November 18, 1969 at the City Hall.
