REGULAR MEETING
ZONING AND PLANNING COMMISSION

The Zoning and Planning Commission of the City of West University Place met in
regular session at the City Hall, Thursday, September 11, lg6g, 7:30 p.m., with
the following members present: Chairman David Hannah, presiding; E. Gene Hines,
R. C. Hilton, and H. E. Lott. L. B. Bricker was absent.
Messrs. Trent Meaders, Dr. James Howler, John Bruton, and Jack Castles, all mem-
bers of the West University Church of Christ, and as a committee representing said
church, appeared before the Commission requesting .information as to proced~zre to
follow to establish a foster home under the sponsorship of the West University Church
of Christ.
This Committee stated that the. Church had acquired two properties at 3406 Albans
and 3408 Albans directly behind and adjoining the church plant proper. The resi-
dence at 3408 Albans is being used as a parsonage for the associate minister of
the church and-the other at 3406 Albans is being contemplated for use as a foster
home. The Committee stated it was the desire of the church to comply with all City
restrictions and requirements in establishing this home.
The foster home would be established in the following manner: Two adults, a hus-
band and wife, would occupy the home with any natural children they might. have and
foster children would be placed in the home under their care. There would never
at any time be over six (6) children under 14 years of age in the home, including
any natural children of the parents. The husband will have an outside job. The
church selects the adults, furnishes the house, pays an allowance tc~the wife, and
also pays a certain amount each month for food, clothing, and medical expenses for
the foster children placed in the home. The children would arrend local schools and
participate in all aspects of community lefe the same as any family unit.
The children will be placed from the Christian Child Help Foundation which is a
placement agency locensed to operate under a State permit, and headed by Dr. Rea.
All requirements of the foundation and state, including an inspection by the Fire
Marshall and Health Officer are the same as would be required if the children were
being placed in a private home.
Mr. Hannah thanked the Committee for appearing and advised that the Commission would
consider-all information and advise by letter: if any action was required from the
Zoning and Planning Commission in respect to compliance with the single-family
dwelling, requirement of the. Zoning Ordinance of the City of West University Place.
The Committee from the West University Church of Christ left the meeting at this
time.
After a general discussion and consideration of the above information, it was the
opinion of the. Commission that no action need be taken by the Commission. There
seemed to be no violation of the single-family dwelling requirement, but that an
opinion from the City Attorney would be sought before advising the representatives
of the West University Church of Christ.
Following a long discussion, the following tentative recommendations fora report
to the City Commission on certain aspects of the Zoning Ordinance were formulated:

1. Servant's Quarters: It is recommended by the Zoning and Planning
Commission that servant's quarters be required to be constructed to
meet .with all set back requirements and leave 40~f open yard space.
This would mean in most case that servant's quarters above a garage.
or attached to a garage would not meet the 20 ft. rear set back.
This, of course, is referring to new construction..
2. Non-conforming garage apartments: It is recommended that non-conforming
garage apartments (those already built) be allowed to be maintained as
to all repairs for general up-keep and safety, including maintenance re-
wiring and rewiring for air conditioning, but no additions or enlarge-
ment shall be allowed. If destroyed, either willfully, accidentally, or
by Act of God, should not be allowed to rebuild.
3. Circular Driveways: It is recommended that circular driveways be allowed
and that the City. Engineer be asked to develop specifications for circular
driveways, including width between curb cuts.
4. Hard-surfaced material used forcoverng front yards: The Commission re-
commends that yards may be covered with concrete,. asphalt, rock, stone or
other decorative materials, but suggest that an ordinance could be
drafted to exclude the parking of boats, trailers, or mobile homes ex-
cept behind the building line, or if allowed to park in front of .the
building line either on paved area or on .circular driveway, boats, trailers,
or mobile home could not be allowed to be parked more than 12 hours out of
any consecutive 2~+ hours. Automobiles should be allowed to park at anytime
in the paved area or on a circular driveway.
5. Location of garage with respect to front and rear building lines:
The Zoning and Planning Commission recommends continuing to adhere to
building property lines now in existence as concerns location of
front of garage.
6. Interpretation of rear lot coverage: Lot coverage is defined as all
enclosed Space; in case of covered open space (as a carport) coverage
shall be defined by supports and subject to review.
7. Conversion of a portion of a detached garage into living quarters ~rhere
it would be allowed in the 20 ft. rear building line: It is recommended
that this not be allowed. This would fall znto;-the same c~,tegary as
servant's quarters and all construction should be within the 20 ft. rear
set back lines and leave 40% open yard space.
Af~ber co siderable discussion, no recommendations were made at this time concern-
ing acce sory buildings and utility rooms. These points were tabled for further
discussi n at a later date.
