REGULAR MEETING
ZONING AND PLANNING COMMISSION

The Zoning and Planning Commission of the City of West University Place convened
in regular. session at the City Hall on Thursday, March 13, lg6g, 7:30 p.m., with
the following members present: .Chairman David W. Hannah, presiding; Members R. C.
Hilton, E. Gene Hines, and H. E. Lott. L. B. Bricker was absent.
Messrs. E. A. and Richard B. Mayor, owners of the
East 10 ft. of Lot 10, All of Lots 8 and g,
and the West 45 ft. of Lot 7, Block One (1),

'"J appeared before the Commission in behalf of their application for rezoning the
~ above-captioned property to permit erection of business or professional Office
V buildings.
Mr. E. A. Mayor addressed the Commission and stated that he appeared before them a
little over a year ago to explore with the Commission its ideas on the rezoning in
this area and how to make application for rezoning of property. He said within the
past few weeks. he had contacted all property owners within a 200 ft. radius con-
cerning the rezoning of the lots which face Bellaire Blvd, and found only one ob-
jection. The one objection concerned the lot facing Corondo St and objected. to
traffic on Corondo St., which is a dead-end street. Mr. Mayor stated that their
plans and application did not include rezoning on the "back" lot and there would
be no ingress or egress from Corondo St., to their proposed building on the lots
facing Bellaire: Blvd.
Mr. Mayor presented architects drawings of a proposed building for this site and
explained that they intended to build the building. themselves. He stated that he
owned the apartments directly across the street from this property and used them
as an example of the maintenance and upkeep he placed on his property. He pointed
out that he .has shelled the easement along the ditch and planted trees to beautify
the area a;nd would do the same on the other side where the ditch parrallels the
property under discussion. He also pointed out that a small pressure house be-
longing to the Gas Company was located on the "back" lot and if they could be per-
suaded to remove this structure it would be screened to add to the beautification
of the grounds. His statements also pointed out the trash and debris behind the
grocery store directly across the ditch and said that this would be screened from
the view of .traffic along Bellaire Blvd. Mr. Mayor stated that Shell Development
Corporation directly across the street is now remodeling an old warehouse and
creating an office building, and that next to his apartments an Executive Car Rental
is located, and just last month a used car lot went in just beyond the Car Rental
Office.
The plans for the building included 4,340 sw. ft. and proposed parking for more than
the minimum requirements under the Off-Street Parking Ordinance of the City of West
University Place.
Inquiry from Mr. Hilton concerning the type of tenants brought forth the information
they would try to secure a National concern to rent the entire building for offices,
but that they had no definite leases at this time. In answer to a question from Mr.
Lott concerning structure, Mr. Mayor said that the building would be brick or stone.
Mr. Hannah explained to Messrs. Mayor that the Zoning and Planning Commission had
given considerable thought and study to all property in-West University. Place on
Bellaire Blvd. and especially the property herein described. To rezone the Mayor
property only would undoubtedly constitute "spot" zoning and as .such would not be
in the best interest of the City's zoning. It is further felt. that any consideration
to rezone property fronting on Bellaire Blvd. in addition to the Mayor .property must
await developments and would require considerable further study.
At the request of the applicants, motion was made by Mr. Hines, seconded by Mr.
Hilton, that any action on the application fbr rezoning of the aforementioned
property be withheld pending further communication from the zoning.
Messrs. Mayor left the meeting at this time.
After a short discussion concerning the Public Hearing of the City Commission and
the Zoning and Planning Commission held March 3, 1869, motion was made by Mr. Lott,
seconded by Mr. Hilton, that the Chairman be authorized to write a letter to the
City Commission stating the decision of the Zoning and Planning Commission as
reaffirming its position as set forth in its Final Report to the City Commission
dated January 27, 1969, approving and recommending that the City Commission amend
the Zoning Ordinance of the City of West University Place, Texas, by extending the
Business and Professional Building District to embrace the following:
The North .47 Acres of Block 2, Cunningham Terrace
Addition, City of West University Place, Texas; and
The South 60 ft. of Block 2, Cunningham Terrace
Addition, City of West University Place, Texas,
and also recommending that all or part of the above described property maybe used
for parking of vehicles for the use of business or professional office buildings
located in the immediate area in West University Place.

With no further business to come before the Commission at is time, upon motion
duly made, seconded and carried; the meeting adjourned.
