NOVEMBER 7, 1977 ' The Zoning and Planning Commission of the City of West University Place convened in special session on Monday, November 7, 1999, 7:30 p.m., with the following mem- bers present: Mike Casey, Bob Johnson, .Hardy LaCook and Richard Nuffer. Mayor Philip A. Dunn, City Attorney Charles Cockrell and City Manager Whitt Johnson were also present. Mayor Dunn expressed appreciation to the members for consenting to serve on the Commission and administered the Oath of Office to Member Mike Casey. Proposed Rules of Procedure for adoption by the Commission were presented for re- view and discussion with several legal: questions to the City Attorney and also a review of the responsibilities of the Commission. Article V.Decision.Section l concerning vote for approval or disapproval of app lication was a particular ques- tion. The City Attorney stated he would like to do further reading on the sub- ject before giving an opinion. Motion by Mr. LaCook, seconded by Mr. Casey, that Mr. Norton be nominated for Chairman of the .Zoning and Planning Commission. Mr. Norton nominated Mr. Nuffer, who declined. Voting Aye.:. .All Voting No: None Motion by Mr. Norton, seconded by Mr. Johnson, that Mr. Nuffer be nominated for Vice-chairman of the Zoning and Planning Commission. Voting Aye: All Voting No: None Motion by Mr. Johnson, seconded by Mr. LaCook, that Mr. Casey be nominated for Secretary of the Zoning and Planning Commission. Voting Aye: All Voting No: None The Mayor, City Attorney and .City Manager left the meeting at this time. The Chairman opened the meeting for business. Motion by Mr. Johnson, seconded by Mr. LaCook, that the Rul@s of Procedure as pre- sented be adopted as temporary rules until such time as the Commission is advised by the City Attorney concerning certain questions contained therein. Voting Aye: All Voting No: None Chairman Norton went on record and authorized the recording secretary to accept applications for subdivision, .zoning and townhouse construction and call Public Hearings in accordance with .all procedural rules. Motion by Mr. LaCook, seconded by Mr. Johnson,- that"Roberts' Ru}es of Order be adopted for use in regular and special meetings for the conduct of business. Nuffer concerning areas of responsibilities, he was advised that at various times the City Commission had asked the Zoning and Planning Commission fora study and recommendation on items not directly eon- cerned with zoning and that the Zoning .and Planning. Commission itself had ini- tiated studies of otems they considered needed study and investigation. Mr. Nuffer said he was particularly concerned about cut through traffic in corners of the city. With no further business to come before the .Commission, upon motion duly made, seconded and carried, the meeting adjourned 9:00 p.m. ATTEST: ~~ " Secretar Y
