REGULAR MEETING
ZONING AND PLANNING COMMISSION
OCTOBER 12, 1976
The Zoning and Planning Commission of the City of West University Place convened in
regular session at the City Hall at 7:30 p.m. on Tuesday, October 12, 1976, with the
following members present: Chairman Bartholomew, presiding; Members LaCook, Norton
and Weatherby. Mr. Dahlin was absent.
The Chairman ascertained from the secretary that proper notice of the meeting had been
posted on the bulletin board at the City Hall three (3) days prior to the scheduled meeting.

including site plan, elevation and construction materials.
Motion by Mr. LaCook, seconded by Mr. Weatherby, that final plans for the proposed
construction of townhouses presented by Mr. Wm. Perlmutter on

be approved as presented, subject to compliance with all building setback requirements,
building code, or other governing ordinances, whether or not herein specified, for any
subsequent construction.
Voting Ayer ALI Voting No: None
Minutes of the regular meeting of the Zoning and Planning Commission were approved as
submitted.
Proposed guidelines for submittal for development of townhouses and/or clusterhouses were
submitted for consideration.
After discussion, the following were approved to be prepped .'feat distribution ;to anyone
making application to the Zoning and Planning Commission for submittal of plans for
construction of townhouses and/or clusterhouses for consideration:
GUIDELINES FOR SUBMITTAL OF TOWNHOUSE/CLUSTERHOUSE DEVELOPMENTS
TO THE ZONING AND PLANNING COMMISSION
Ordinance No. 1025, Section I, Sub-Section P requires that townhouse/clusterhouse
developments be approved by the Zoning and Planning Commission prior to application for a
building permit. Submittals to the Zoning and Planning Commission should comply with the
applicable ordinance in all respects. If there are deviations from the ordinance, they should

be itemized and referenced to the appropriate sections with reasons for the deviations and
submitted with the required information prior to the Commission meeting.
Proposed projects may be submitted to the Zoning and Planning Commission in two parts; a
Preliminary submittal and a Final submittal
The Preliminary submittal should include: (may be all shown on one drawing)
I. A plan of the entire site indicating legal description of property, bordering streets,
north arrow, dimensions of property, and scale of drawing.
2. Plans of ground coverage of residences (overhanging upper floor should be indicated)
with actual square footage of living areas indicated.
3. Plans of roads, drives, parking, walks and other paved surfaces. Location, by dimension,
of curb cuts. If parking for residences is in enclosed garage or carport, it should be so
indicated.
4. Location of fences, pools, patios and other proposed site improvements should be shown.
5. Proposed subdivision of property with areas allocated to each residence shown. as well as
areas to be held in common, if any.
6. Dimensions of actual setbacks from all property lines.
7. A total of eight (8) copies of the above information'should be submitted one week prior
to the Commission meeting.
The Final submittal should include all of the previously approved information in addition to:
(. Site plan showing location of existing trees, proposed landscaping, site drainage,
location, height and materials of fences and walls, and parkinglayout.
2. Floor plan(s) of residences with dimensions of interior spaces and overall exterior
dimensions.
3. Exterior elevations indicating all materials. All exterior walls should be shown and at
least one elevation of the overa~lTproject should be included.
4. Roof plan showing material (s) and slopes and any roof top mounted equipment.
5. List of proposed building materials. Physical samples of manufacturers' brochures may
be submitted or may be requested by the Commission if they help to understand the
project.
6. Any additional drawings, i.e., three-dimensional drawings, building sections, sketches,
etc. or models may be submitted to help the Zoning and Planning Commission
understand the scope and detail of the project.
With no further business to come before the Commission, upon motion duly made, seconded
and carried, the meeting adjourned...
