REGULAR MEETING
ZONING AND PLANNING COMMISSION
June 8, 1976
The Zoning and Planningg Commission of the City of West Unversity Place convened
in regular session at tfie City Hall, 7:30 p.m., Tuesday, June 8, 1976, with the
following members present: Chairman Bartholomew, presiding; Members Dahlin,
LaCook, Norton and Weatherby.
The Chairman. ascertained from the secretary that proper notice of the meeting had
been posted on the bulletin board at the City Hall three (3) days prior to the
scheduled meeting.
Mr. Joseph Bracewell, 3609 Plumb Street, appeared before the Commission in behalf
of his application to have property lines re-drawn dividing Lots 2 and 3, Block 16,
Monticello .Addition,. in order to make an existing structure adjacent to the garage
conform. to side setback. provisions of the Zoning Ordinance.
Mr. Bracewell presented a survey of Lots 2 and 3, Block 16, Monticello Addition,
indicating thereon the lot line he desires established. Lf established. by the Zoning
.and Planning. Commission the new property line would result in Lot 3 containing
approximately 5200 square feet with a front property line of 52.3' and a rear
property line of 42.5'.
Mr. Bracewell .advised the Commission that the structure alongside the garage was
divided into. two rooms, with plumbing in each; facilities for a darkroom; a barbeque
pit and a water well. Removal of the construction would be expensive inasmuch as
it is on the same concrete slab as the garage and because of the improvements that.
have been made.
Motion by Mr. Dahlin, seconded by Mr. Weatherby, that application to subdivide
Lots 2 and 3
Block 16
Monticello Addition
into two lots, :each fronting on Tangley Road, be accepted and. a Public Hearing
called for the next regular meeting of the Zoning and Planning Commission on
Tuesday, .July 6, 1976, .contingent on presentation by the owner of a proposed replat
of Lot 2, Block 16, Monticello Addition.
Voting Aye: All Voting No: None
Mr. John S, Pipkin appeared before the Commission and presented a building site
plan for the .construction of seven (7) townhouses on a lot 200' x 100' at Vanderbilt
and Bellaire Boulevard, being described as
Lot 4, Block 3
West University First Addition.
Mr. Pipkin stated that the smaller of the townhouses would contain 1600 square feet.
of living area, and the end unit would contain. approximately 2000 square feet, with
each unit selling for some $65,000. Mr. Pipkin reviewed the plat indicating green
areas that had been planned in order to make the development as 'attractive as

possible.
Mr. Barthlomew advised that it was his desire to check with the City Attorney
regarding a provision of the ordinance requiring coordination of design and layout of
access. driveways to assure compliance.
During discussion of the plans it was ascertained that all provisions of the ordinance
had been complied with, but concern was expressed regarding provisions that had
been made for off-street _parking and length of the proposed driveways.
Mr. Pipkin was advised that with certain modifications in the driveways his site plan
would be acceptable to the .Zoning and Planning Commission- and was requested to
~ present completed. drawings and other necessary materials at the next regular
~ meeting of the _Commission on Tuesday, July 6, 1976.
Mr. William Perlmutter appeared before. the Commission and presented a revised
~ building site plan for the construction of four (4) townhouses on the northwest corner
Q of Buffalo Speedway and Bellaire Boulevard, being described as
South 124 feet of Lot 1, Block. 4i
West University Place lst Addition.
Mr. Perlmutter reviewed his plan noting that the revised plan was for the
construction of .four (4) townhouses with one unit having a private swimming pool,
and providing for atwenty-foot (20') setback on Bellaire Boulevard.
Mr. Perlmutter was advised that his site plan met all of the provisions of the
ordinance and ..was acceptable to the Zoning and Planning Commission. Mr.
Perlmutter was then requested to present completed .drawings and other necessary
materials at the next regular meeing of the Commission on July 6, 1976.
Mr. Barthlomew advised the Commission that he was in receipt of a letter from the
City. Manager .requesting consideration of 1977 budget requirements for such
Commission. Each member of the Commission had been provided copies of the
budget for the years 1974, 1975 and. 1976, and discussed the amounts provided for
legal expenses and possible professional assistance in regard to planning.
Motion by Mr. Dahlin, seconded by Mr. Weatherby, that the 1977 Budgef for the
Zoning and Planning Commission repeat the amounts budgeted in the 1976 Budget.
Voting Aye: All Voting No: None
Minutes of the regular meeting of the Zoning and Planning Commission on May 11,
1976, were corrected with regard to a typographical error and approved as
corrected.
The Commission continued its discussion and study regarding Circular Driveways.
