SPECIAL WORKSHOP MEETING
ZONING AND PLANNING COMMISSION
MARCH 1, 1976
The Zoning and Planning Commission of the City of West University Place
convened in special session at the City Hall, 7:30 p.m., Monday, March 1, 1976,
with the following members present: Chairman O. C. Barthlomew, presiding;
Member Norton and Weatherby. Mr. Dahlin and Mr. LaCook were absent.
Proper notice of meeting was posted on the bulletin board at the City Hall three (3)
days prior to the scheduled meeting.
The purpose of the meeting was to continue consideration of recommendations to
the City Commission concerning interpretations, clarifications, or possible changes
in the Zoning Ordinance.
The discussion continued from the point at which the last meeting of February 24,
1976 was adjourned, and rough drafts of the following items were developed:
1. Porches and Decks
Add to definition of "open space";
"any construction or anything built more than 2"-0" above
average natural ground level of the graded lot is not open
space."
2. Porches
Add definition of front porch:
"A roofed or unroofed structure attached to the main build-
ing and open on all. sides not contiguous to the main. building.
The supporting vertical structure may occupy no more than
1096 of -the non-contiguous perimeter of the front porch. Front
porches may have a solid or partially open safety railing, pro-
vided that the top of the rail is no higher than 3'-6" above the
front porch floor.."
3. Parkin in Front of Front Building Setback line:
Add to Special Area Regulations {Section 26.2):
"No construction is allowed in front yard that is not ncom-
bustible except front porches."
A discussion of the fence provisions revealed that a clear statement that fences
could be built on the rear and side property line was not contained in the
Ordinance. Further discussion was held .concerning the construction of fences on
the front building setback line which occur beyond the front of the main building.
It was agreed to continue the discussion at the next regular meeting scheduled for

March 9, 1976 and upon motion duly made, .seconded and carried the meeting
adjourned at 10:20 p.m.
