REGULAR MEETING
ZONING AND PLANNING COMMISSION
FEBRUARY 10, 1976
The Zoning and Planning Commission of the City of West University Place convened in
regular session at the City Hall, 7:30 p.m., Tuesday, February 10, 1976, with the following
members present: Chairman Bartholomew, presiding; Members Dahlin and LaCook. Mr.
Norton and 1VIr. Weatherby were absent.

for townhouses was presented to the Commission for their consideration by the owner, Mr.
M. A. Tallen. Mr. Joe Damiani, attorney, representing Mr. Tallen spoke in behalf of the
application.
Mr. Damiani stated that it was Mr. Tallen's opinion that no one would purchase the lots for
single family residences because of the proximity to the business district directly across
Kirby Drive from the property, that Mr. Tallen had owned the lots for many years and
desired that they be developed and that development of the property would be better for
the city than vacant property.
Mr. Damiani and Mr. Tallen were advised that approximately two years ago the Zoning and
Planning Commission made a study of the entire city which resulted in some rezoning
changes for townhouses and at that time this area was discussed but not included in the
rezoning.
Mr. Damiani advised they were aware of this, but they wanted to make official application
for rezoning of these lots.
It was explained that the Zoning and Planning Commission could reject the application, but
in the event it was accepted for further consideration, Public Hearings by the Zoning and
Planning Commission and the City Commission would be held prior to any decision
conceening rezoning.
After discussion, it was the decision of the Commission to table the application until the
regular March meeting, or a meeting with a full complement of membership present for
discussion. Mr. Damiani and Mr. Tallen were advised they would be notified of the progress
made by the Commission in consideration of the application.
Chairman Bartholomew reported that he appeared before the City Commission at their
regular meeting on February 9, 1976 at the request of the City Manager for a progress
report of the Zoning and Planning Commission's study of certain items of the Zoning
Ordinance. He stated he advised the Commission that some items were much more
involved than had appeared initially and that the Commission would be given a Final Report

sometime in March after the Zoning and Planning Commission's regular March 9th meeting.
He also advised that Mayor Wallin asked if they might be provided a Preliminary Report
before the Final Report .was presented.
After discussion, it was decided that a Preliminary Report would be presented to the City
Commission for information only.
Minutes of the regular meeting. of the Zoning and Planning Commission. on January 13, 1976
were approved as submitted.
The Commission continued its discussion and study of certain items as .related -to the
existing Zoning Ordinance and a tentative Workshop meeting was scheduled for Tuesday,
February 24, 1976.
With no further business to come before the Commission at this time, upon motion duly
seconded and carried, the meeting adjourned.
