SPECIAL MEETING

The Zoning and Planning Cc~rnnission of the City of West University Place con-
vened in special session on 1~Ionday, September 16, 1974, 7:00 p.m, with the
following members present: Chairman Hines, presiding; Members Bartholomew, Dahlias,
Lipscomb and Weatherby.
The Chairman ascertained from the secretary that proper notice of meeting had
been posted on the bulletins board at the City Ha11 three days prior to the
scheduled meeting as rec{uired by HB3, Amending 625217 ~l. C. S.
Minutes of the regular meeting of the Zoning and Planning Commission on
Tuesday, September 10, 1974 were approved as submitted.
The application of 1~Ir, C. H. Atkins, owner, to rezone
Lot 1
East 75 ft, x 125 ft. of Lot 2
West 75 ft. x 125 ft, of Lot 2
South 125 ft. of Lot 2
Block 93
West University Place 2nd Addition
3617 Bissonnet
for townhouses and/or clusterhouses, was discussed.
It was the opinion of some members of the Commission that notwithstanding the
fact that this property was not included for rezoning in recommendations to
the City Commission concerning other peripheral properties, it was discussed,
and left with a "wait and see" if any changes, including traffic from Green-
way Plaza mini-freeway, occurred in the area, and the fact that an application
had been received to rezone in this area constituted a change and. obligation
for the Commission to take another look at the area. The failure of the City
Commission to accept the recommendation of the Zoning and Planning Commission
concerning the. development of park areas on Bissonnet west of this property,
which had all been part and parcel of the recornnendation on Bissonnet to the
City Commission in keeping as much as possible as a. residential concept, was
also a change for consideration. Tt was also pointed out that citizens ob-
jections were only to parking and traffic problems and not to rezoning, as it
was thought that townhouses would improve the character and looks of the
property in question.
Another opinion was that°if this request is allowed, it might be an invitation
for the Commission to be unundated with requests from property owners on other
busy streets using traffic and. parking conditions as a criteria for rezoning
apllications; that the Zoning and Planning Commission made a pretty conplete
study and comprehensive report to the City Commission which did not recommend
changes for this area; and that the Zoning and Planning Commission needed to
take a stand somewhere and no advantage could be seen for the City in allow- ,
ing this rec{uest.
Rules of procedure were discussed concerning this application.
