HomeMy WebLinkAbout06121974 ZPC Minutes REGULAR MEETING ZONING AND PLANNING C~TON .TITHE 12, 1974 The Zoning and Planning Commission of the City of West University Place con- vened in regular session at the Coummznity Building, 6104 Auden, Wednesday, Jame 12, 1974, with the following members present: Chairman Hines, presiding; Members Bartholomew, Dahlias, Lipscomb and Weatherby. (This date was designated as the regular .Tune meeting of the Zoning and Planning Commission at their regu- lar meeting on May 7, 1974. See minutes of that date,) The following letter from Mayor Don E. Harris to Mr. E. Gene Hines, as chair- man of the Zoning and Planning Commmission, appointing him to a Citizens' Commit- tee Committee in connection with the participation of the city in a Bicentennial Celebration and designation of a project and other plans for the cityFs partici4 pation was presented to the Cvirnnission for their information. Gene Hines 3748 Rice Blvd. Dear Mr. Hines; J Tn order to participate in the national BCentennal celebration in 1976, certain guidelines have been created for municipalities, one of which is the appointment of a Citizens' Committee for the purpose of recommending to the City Commission persons to be appointed to a Bi-Centennial Committee to formulate plans for the city~s role in this celebration. At the regular meeting of the City Commission on May 28, 1974, it was de- cided that .the chairman of each active Board and Comuni.ttee of the city would be invited to form this Citizens Committee to recommend a BiCen- tennial Comamittee composed os seven members and three alternates. As chairman of the Zoning and Planning Commission, you are asked to meet at the City Hall on Wednesday, June 5, 1974 at 7:30 p.m. for the purpose of dis- cussing membership for this committee and submitting the names of three or more qualified persons who have the interest and time to devote to this project. Commissioner Rufus Stanley will preside as chairman at this meet- ing in my stead as I will be out of town. According to information we have received, the Bi-Centennial Committee should include representatives from: 1. The Communications Media 2. Trade and Professional Groups 3. The Chamber of Commerce 4. The ministerial Alliance 5. Civic, Service,Cultural, Patriotic and Historial Organizations 6. The Military 7. Secondary and High Level Educators 8. The ca~unittee should be representative of the community in regard to age, race and sex. In addit~;on, t~vo elected. c~t~ o,#'~a:c~als will serve as ex~officio members. We Have had several suggestions fvr projects to be named as the cityfs Bi~ Centennial project, such as bike trails, playgrounds, and the covering of Poor Farm Ditch for a park to be called Independence Park. No project has been selected at this time, This will give you an idea of the type of permanent facilities which will be considered, Please inform Mrs. McKelvey in the City ManagerFs office (668 4441) if you will be able to serve on this Committee and meet at the time specified above. ,,~,, Yours very truly, ~ /s/ Don E, Harris, Mayor ® City of West University Place ~ Mr. Hines briefly reviewed the statement he had prepared to be given at the ~ joint Public Hearing of the City Commission and the Zoning and Planning Commis lion for consideration of the pinal Report of the Zoning and`Planning Commission to the City Commission dated March 11, 1974 reccgnmending certain land use changes for certain peripheral properties, called for 7:30 p.m. for this date. The following letter from Whitt Johnson, City Manager, addressed to Mr. Hines as chairman of the Zoning and Planning Commission, concerning estimates for the 1975 Budget was presented to the Commission for their consideration.. June 4, 1974 Mr. E. Gene Hines 3748 Rice Blvd. Houston, Texas 77005 Dear Mr, Hines: City officials are now i.n the process of preparing some preliminary estimates to be considered for the 1974 Budget which must be finally adopted by the City Commission no later than August 21, 1974. Herewith is a form showing 1974 Budget estimates. It would bgY~appe- ciated if you will submit to my office by Monday, June 17, 1974,. your estimate for the Zoning and Planning Commission Budget for the next. fiscal year which begins January 1, 1975. Figures pencilled in repre- sent the actual monies expended through April, 1974. Yours very truly, /s/ Whitt Johnson City Manager Mr. Hines turned the meeting over at this time to Mr. Dahlias so that he could meet with members of the City Commission in a conference before the Public Hear ing called for 7:30 p.m. this date. The matter of the budget estimates was talbed until the next regular meetin,~ of the Commission and the secretary asked to furnish each member with copies of the ~o Zoning and planning Comma:ss~:on budget for the past two oar three years. Minutes of the regular meeting of the Zoning and planning Commission on May 7, 1974 were apprcn~ed as corrected, Gage dour "'typed"` to be changed to "handwritten"', ) Minutes of the special meeting of the Zoning and Planning Commission on May 28. 1974 were approved as presented. Mr. Hines returned to the meeting at this time. Upon motion duly made, seconded and carried, the meeting recessed until after the Public Hearing called for 7:30 p.m, this date.
