HomeMy WebLinkAbout05231978 ZPC Minutes231 WORKSHOP MEETING ZONING AND PLANNING COMMISSION May 23, 1978 The Zoning and Planning Commission of the City of West University Place convened in regular session on Tuesday, May 23, 1978, 730 p.m., with the following mem- bers present: Chairman Norton, presiding: Members Casey, Johnson and LaCook. Plans for the construction of townhouses on 30 ft. of Lot 1 and All of Lot 2, Block 1 Belle Court Addition were presented to the Commission at the request of the Building .Inspector for approval of a change in setback at the rear of the units. It was proposed to set the units two feet forward so that the driveway would not cover the rear five foot easement. In doing this nothing would be changed at the front of the building except to place the units directly on the guest parking space line and remove small green areas. All. setbacks required by .the ordinance governing the contruction of townhouses on this property would be observed. Members of the Commission agreed to this revision and so advised the City Manager. It felt no official action need be taken. A study of a map locating developed and underveloped townhouse property was made and it was concluded that a considerable amount of lots are still undeveloped and warranted a study of Ordinance No. 1025 in order to establish more concrete and standard interpretations of parts of the ordinance and control quality of units. Each item of the ordinance was reviewed and discussed concerning various ramifi- cations and problems which had occurred in the past. Various methods of encou- raging larger developments and clusterhouse developments rather than row type development were explored. It was pointed out that in the opinion of the mem- bers wider depths or increased minimum site .requirements would encourage larger developments, however, it was felt that the economics of the market would have a tendency for prospective developers to look at smaller lots and units as the site requirements as they are now follows the more rule of thumb standards for townhouses and that any legal aspects of increasing minimum site requirements would also have to be considered. It was concluded that all members would study the ordinance, .item by item and make a written report on areas which, in their opinion needs clarification and make specific recommendations, if any, for changes. This should be ready for consideration at the next regular meeting of the Commission on June 13, 1978.
