HomeMy WebLinkAbout04251978 ZPC Minutes WORKSHOP MEETING ZONING AND PLANNING COMMISSION APRIL 25, T978 The Zoning and Planning Commission convened. in workshop session at the City Hall, 7:30 p.m., Tuesday,, April 25, 1978. The following members were present: Chair- . man Norton, presiding; Members Casey, LaCook and Nuffer. Mr. Johnson was absent. The purpose of the meeting was to review Ordinance No. 1025 to determine if any recommendations to the City Commission would be .useful. Mr. LaCook suggested it would be necessary to know which areas covered by Ordi- ~+ 1025 were as yet undeveloped as .the situation concerning the undeveloped areas a.f~ .might call for specific considerations and recommendations. It was .agreed that O the Chairman would contact ctypersonnel to determine the undeveloped areas. ~ Mr. Casey asked where the powers and responsibilities of .the Zoning and Planning Q Commission are defined and was advised that these are outlined in the City Charter, but that there were no particular specific instructions concerning Ordinance No. 1025. The Chairman agreed to contact city officials for further information. Mr. Casey stated although he felt each member who has served on the Zoning and Planning Commission has been sincere in his efforts to be .fair in his interpreta- tion of the ordinance, it appeared to him that the past interpretations of the Zoning and Planning Commission had not always been consistent. Some members felt that any enforcement document such as this always required a minimum of interpre- tation because of the inability to ever cover everything completely in such docu- ments and that the past intepretations of the Zoning and Planning Commission were the best efforts to be consistent within the boundaries of the Ordinance.. The past Zoning and Planning Commission report which recommended the townhouse ordinance was briefly discussed with some background being provided to :the. new members. Mr. Casey stated he did not think he had .a copy of that. report and the Chairman advised he would check and see that he had this report. A brief discussion was held of .the. Ordinance and some of the apparent. problems are: 1. Guest parking. 2. Driveway terminus requirements. 3. Definition. of lot. 4. General density of developments. 5. Relationship of adjacent developments. It was decided that each member would review .the ordinance, in depth, and pre- pare a list of specific areas for consideration at the next regular scheduled meeting on May 9, 1978.
