HomeMy WebLinkAbout04111978 ZPC Minutes REGULAR MEETING ZONING AND PLANNING COMMISSION APRIL 11, 1978 The Zoning and Planning Commission of the City of West University Place con- vened in regular session on Tuesday, April 11, 1978, 7:30 p.m,,with the fol- lowing members present: Chairman Norton, Members Casey, Johnson, LaCook and Nuffer. The Chairman ascertained. from the secretary that proper notice of meeting had been posted at the City Hall three days prior to the scheduled meeting. A preliminary presentation for the construction of townhouses on Lots 1 ~ 2, Block 1 Kent Place Addition Northwest .corner of Bellaire ~ Sewanee was presented to the Commission by Kevin Stuckey on behalf of New Houston, Inc. Discussion of the plans included adequacy of width of driveway between facing. garages of units for ingress and egress., design problems in maintaining 20 ft. separation between units, and interpretation of controlling ,ordinance concern- ing size of building site, as to whether each site should contain 2000 sq. ft. exclusive of common property. Motion by Mr. Nuffer, seconded by Mr. Johnson, that no action be taken on the preliminary plan for construction of townhouses on Lots l $ 2, Block 1 Kent Place Addition to allow Mr. Stuckey to draw in lot lines and any .other changes he feels might be helpful for abetter judgment of the plans based on discussion with Commis- sion. Voting Aye: All Voting No: None It was the concensus of opinion that each building. site should contain 2,000 sq. ft., exclusive of common area. A final presentation for the construction of townhouses on Lots 1 ~ 2, Block 93 West University Place 2nd Addition Southwest corner of Bissonnet & Mercer was presented to the Commission by Mr. Lee Johnston, Trustee, University Court Townhouse (Limited Partnership). Discussion of the plans included size of building site, setback requirements, lot coverage, fence and dimension of east driveway on Mercer St. Motion by Mr. Johnson, seconded by Mr. Nuffer, that final plans for the construe- 1 1 tion of townhouses on Lots 1 ~ 2, Block 93 West University Place 2nd Addition be approved as presented with notation on plans for fence on the south boundary line and correction of mathematical dimensions on east boundary line and subject to compliance with all building codes, or other governing ordinances, whether or not herein specified, for any subsequent construction. Motion by Mr. Huffer, seconded by Mr. Johnson, that preliminary plans for the construction of townhouses on Lot 2, Part of Lot 3, Block 41 West University Place 1st Addition be approved as submitted, subject to compliance with all building codes, or other governing ordinances, whether or not herein specified, for any subse- quent construction. A discussion of interpretation of the controlling ordinance concerning guest. parking locations followed. Mr. Huffer withdrew his motion. Mr. Johnson concurred in the withdrawal. Further. discussion of guest parking requirements. Motion by Mr. Casey, seconded by Mr. LaCook, that preliminary plans for he con- struction of townhouses on Lot 2, Part of Lot 3, Block 41 West University Place 1st Addition be disapproved because of lack of satisfactory guest parking. After more discussion on guest parking requirements, Mr. Casey withdrew his motion. Mr. LaCook concurred in the withdrawal, Motion by Mr. Huffer, seconded by Mr. Johnson, that preliminary plans for the con- struction of townhouses on Lot 2, Part of Lot 3, Block 41 West University Place 1st Addition be approved subject to requiring. four additional parking spaces which will serve all guests, giving a total of eight spaces serving .all guests and sub- ject to compliance with all building codes, or other givernng ordinances, whether or not herein specified for any subsequent construction. LaCook It was decided that Item no 5 on the Agenda (Further consideration of a re- view of Ordinance no. 1025) be discussed at a Workshop meeting on Tuesday, April 25, 1978. Minutes of the regular meeting of the Zoning and Planning Commission on Tues- day March 14, were approved as submitted.
