AND PLANNING COMMISSION JULY 9, 1981 The Zoning and Planning Commission of the City of West University Place con- vened in regular session at the City Hall, Thursday, July 9, 1981, 7:30 p.m. with the following mbmers present: Chairman Casey, presiding; Members Abell, Allen and Farrell. John Starnes, of the Starnes Group, and Charles Porter, of Unicenter Properties, developers and builders of townhouses, accompanied by other members of their staff, presented preliminary and final plans for the construction of twelve town- houses at the northwest corner of Bellaire Boulevard and Belmont: So. 100' x 140' of Lot 1 So. 35' of 140' of Lot 2 and Lot 3 Block 3 Q tNest University Place 1st Addition Q Members reviewed the plans presented and ascertained they are. basically the same as plans for Rutgers Place 1 and Rutgers Place LL developed by the same persons. (Rutgers Place I has been completed and Rutgers Place II is now under construction.) Mr. Norton came to the meeting during this review. Members questioned Mr. Starnes as to status of talks concerning development with adjoining property owner and he stated that they had ascertained that the other owner would not be ready for development for about a year, that they had had no contact for about two weeks and it was presumed it would not be pursued. Motion by Mr. Farrell, seconded by NIr. Norton, that preliminary and final plans for the construction of townhouses on So. 100' x 140' of Lot 1 So. 35' x 140' of Lot 2 and. Lot 3 Block 3 West University Place 1st Addition 3.000 block of Bellaire Boulevard, northwest corner of Belmont and Bellaire Blvd., be approved as presented, subject to compliance with all building codes., or other governing ordinances, whether or not herein specified,. for any subsequent construction. Voting Aye: Abell Voting No: None Casey Farrell Norton Mr. Allen abstained from voting. Mr. Daniel C. Demaris, Jr, presented preliminary plans for the construction of two garages in front of two existing townhouses ~~ Lot 10, Block 10 Virginia Court Addition 6120 and 6122 Kirby Drive. Mr. Demaris owns one of the townhouse and he presented the following letter from Anthony F. Mercurio, owner of the other unit: "July 7, 1.981 City of West University Zoning and Planning Committee West University City Hall 69est University Place, Texas 77005 RE: Lot 10, Block 10, Virginia Court aka 6122 Kirby Drive; Proposed garage project This letter is to advise you that I fully concur with the proposed garage con- struction project to be placed at the above address. I hereby authorize Mr. Daniel C. Demaris, Jr. to represent me and explain this project to you. It is my opinion that this project will be worthwhile improvement to the townhouses and will be representative of the high quality that exists in our community. Our proposal .was in part motivated by a similar development in the Bissonnet townhouse tract. The towhouses which we wish to emulate are located at 3105, 3017, 3113, 3115, 3117 and 3119 Bissonnet. Since Mr. Demaris and I are associates in the same law firm and I am otherwise engaged in a trial outside of the city, please deal with him as fully as you would myself. Sincerely, Anthony F. Mercurio." Members reviewed the proposed plans with Mr, Demaris, discussing guest parking location, front set back, drainage, backing into traffic on Kirby and advised him that to enlarge the approach at the site as proposed would have to be appro- ved by the City of Houston, and that the City of Houston's policy on backing onto busy streets should also be investigated. Motion by Mr. Farrell, seconded by Mr. Abell, that the preliminary revised ver- sion presented at the meeting for the construction of two garages in front of two existing townhouses on Lot 10, Block 10 Virgnia Court Addition 6120 and 6122 Kirby t rive be approved as submitted. Voting Aye: All Voting No: None Minutes of the regular meeting of the Zoning and Planning Commission on May 14, 1981 and special meeting on r9ay 15, 1-81 were approved as submitted. ~/ Members gegan a review of the recommendations on which a public hearing was held by the City Commission and the Zoning and Planning Commission on May 27, 1981 with the view of presenting a consensus of opinion in further discussion with the City Commission. A special meeting was called for Thursday, July 23, 1981 to continue said review.
