REGULAR MEETING OF ZONING & PI~ANNIlVG BOARD
AUGUST 8, 1963
The Zoning &'Planning Board convened in regular session at 7 p,m: at the
City Hall on August 8, 1963, with the following members present:' Chairman
Gill, presiding; Members Lott, Haralson, Jones and Hilton. Mr. Snyder
was absent.
Mr. Mike F. St. Amour,-5663 San Felipe, representing the Marianne Flower
Shop, appeared before the Board requesting permission to install an alumi-
num overhead awning along the entire front of the existing building at 5+08
Kirby Drive. The proposed awning would be approximately 7`6" above ground
level to extend beyond the existing canopy covered area to within 6 feet
of the front property-line as indicated on a sketch diagram submitted.
Mr. St. Amour stated that the building under discussion was formerly
occupied by the Village Lumber Company.- The proposed awning is desired
to shade the plants and flowers from the morning sun and also to serve
as covered parking area for his customers. The awning would be supported
by, two new supports, one at either end, and the existing structure. The
off-street parking space in front of the building now useable will°remain
useable.
The front building line at present, of this property and structureys on
either side of it, is at about 22 feet from the front property line.
The structure to which the proposed aan.ing will be attached, was construc-
ted in 19.6 before the 30 feet front setback ordinance was effective in
19.7. It was explained to Mr. St. Amour that should the'City Commission
proceed to grant his request, a Public Hearing would be required and that
a period of time of 6 to 8 weeks may be-necessary, pending upon the full-
ness of the Commission's agenda and legal requirements. He indicated
his willingness to advance $25 for the cost of advertising and notices
for the Public Hearing.
Motion by Mr. Jones, seconded by Mr. Hilton, that the Board recommend to
the City Commission that the request `to install an awning'7~6 "above
ground extending lOt forward from the existing canopy at 5408 Kirby Drive,
to be supported by the existing structure and two additional pipe supports,
one at either end of the 341 (approximate) new awning to provide some
covered space for customer parking, and to shield the plants and flowers
from the morning sun, be granted Mr. Mike F. St. Amour, after all neces-
sary legal processes have been completed and a Public. Hearing duly held.
Voting Ayer All Voting No: None
Mr. J. D. Allstott, x+125 Marquette, asked permission to construct a
detached garage on the rear of his property to extend to within 3 feet of
he rear property line. He explained that the extra setback distance was
necessary to permit enough space in which to turn a car into .the proposed
garage and miss the back corner of the house. Mr. Allstott stated that
only the gas and sewer utilities were in the rear. easement, and the lights,
telephone and water were in front of the house. He also indicated on his
sketch submitted that the garage to the east of his property was. only 3
feet from the property line.
Motion by Mr, Haralson, seconded. by Mr. Lott, that the Board recommend that
the request of Mr. J. D. Allstott, for permission to construct a detached
garage to extend within two feet of the rear property line at 4-.125 Mar-
quette, be .approved.
Voting Aye: All Voting No: None
At the conclusion of the business before the Board, the members present
constituting a quorum of the Board,. proceeded to join the City Commission
at the Public Hearing being held in the Community Building; said Public
Hearing called for the purpose of considering an amendment for the crea-
tion of a district to be known as "District 0-1" office district, for
those lots fronting on Bissonnet between Wakeforest and Buffalo Speedway..
