METTING OF ZONING AND PUNNING COMMISSION
APRIL. 28, 1966
The Zoning and Planning Commission of the City of West University Place
convened in special session at the City Hal 1 on Thursday, April 28,
1966 at 7:30 p.m., with the following members present: Chairman Hannah,
presiding; Mr, Bricker, Hilton, Hines and hott. City Attorney Charles
Cockrell was also present, and Mr. Phil Williams of Caudill, Rowlett
and Scott.
Mr. John N. Neighbors, 2910 Wroxton Road, appeared before the Zoning
and Planning Commission advising the members. that he would like to dis-
cuss several matters with them as a representative of a group of resi-
dents on Wroxton Road. Chairman Hannah advised Mr. Neighbors that this
was not a Public .Hearing, but that the Commission w azld be glad. to hear
him. Mr. Neighbors stated that there had been some discussion concerning
the financial stability of Mr. Horace Mann who made the application for
rezoning of the Bissonnet property. He then discussed the parking prob-
lem, and the basic difference. between apartments and townhouses. His
main points were:
Opposition to rental units as opposed to ownership of units,
Concern in regard to overflow parking,
Maintenance of the property,.
How the project would affect property values on Wroxton Road.
After being advised by the Commission as to what consideration: had been
given to these matters, and being assured that very careful considera-
tion would be given to all of these matters, Mr. Neighbors left the meeting.
At this time, the Commission gave consideration to the regulations pro-
posed in the Preliminary Report and the following were approved:
Open Space: .There shall be ~+0~-open space; that is, no more
than. Oo of the total area shall be covered by all principal
and accessory structures,
Density: Minimum 1800 square feet. ground area per townhouse.
Minimum Square Feet: Each townhouse shall have a minimum total
living area of no less than 1100 square feet.
Parking: Minimum of two On-Property parking spaces for each
townhouse.

Setbacks: 5 foot front setback
10 foot side street setback
20 feet .from rear property line to any living area
5 feet from rear property line to any structure
5 feet side setback from property line, inside lots
10 feet open space between any tiro buildings on
same. lot.
Screening Device: A six-foothigh masonry fence that is at
least 75 opaque, to be erected along rear lot line.
Height: ~Xl,mum two and one-half stories irr height, total
height not to exceed 35 feet.
Existing Codes and Ordinances of the City of West Unversit y
Place to apply wherever applicable.
Signs: In a townhouse district,_wall signs attached to front
of the building or erected in the front: yard behind the
wilding line not to exceed six square feet in area, shall
be permitted. F
After this discussion, the following action was taken:

Motion by Mr. Lott, seconded by Mr. Hilton,. that Chairman Hannah be
authorized to prepare a draft of the final report, embodying these
proposed regulations, for approval by signature by each member of
the Zoning and Planning .Commission.

upon motion duly made, seconded and carried, e meetin was adj ed

UNNERSITY PLACE,. TEXAS, CONCERNING PROPOSED REZONING OF LOTS l THROUGH
16, BLOCK 1, AND LOTS 1 THROUGH 15, BLOCK 2, MONTICELLO ADDITION, FOR
TOWNHOUSE-DEVELOPMENT.
TO TI3E HONORABLE MAYOR AND CITY COMMISSION
CITY OF WEST UNIVERSITY PLACE, TEXAS:
This is the final report and recommendation of the Zoning and Planning
Commission of the City of West University .Place, Texas, following a
hearing and study..
Your Zoning and Planning Commission, by unanimous vote, has approved and
recommends that you amend the Zoning Ordinance of the City of West Univer-
sity Places Texas, by creating a residential townhouse: district embracing
the following:
Lots l through 16, Block 1, Monticello Addition, and
Lots 1 through 15, Block 2, Monticello Addition.
The following regulations, in addition to any the City Commission may
desire to prescribed,. are recommended:
1. Open Space.. There shall be ZI.O°fo open space; that is, no
more than 60~ of the total area shall be covered by all
principal and accessory structures.
_ 2. Density. Minimum 1800 square feet ground area per townhouse.
3. .Minimum Square Feet. Each townhouse shall have a minimum
total liv~.g area of no less: than 1100 .square feet.
4. Parking.. Minimum of two on-property parking spaces for
each townhouse.

9. Signs. In a townhouse district, wall signs attached
to the front of the 'building or erected in the fx'ont
yard behind the building line, not'to exceed six
square feet in area, -shall be permitted.
l0. ]?riveway. Minimum of 10 feet wide for access to
vehicle parking area on property.
11. Entrance. The main entrance of any townhouse shall
face a street or courtyard area, and,-not a rear: yard
area. ,.
For the purpose of this recommendation, a townhouse sha 11 mean a
structure which is one of a series of dwelling units designed for
single-family occupancy (ground to sky), which dwelling units are '
structurally connected or immediately adjacent to each other.
