RECESSED MEETING OF ZONING & PLANNING COMMISSION
MARCH 17, 1966
The Zoning and Planning Commission of the City of West University Place,
convened in recessed session at the City Hall om Thursday, March 17, 1966,
7:30 p.m., with the following members present: .Chairman Hannah, presiding;
Members Bricker, Hiltons Hines and Lott.
This recessed meeting was held for the purpose of giving consideration to
the rezoning of the 2800 through 3100 blocks of Bissonnet for townhouse
development. The following matters were discussed in order to develop
information sufficient to file a preliminary report..
Open Area: There shall be 60~ open area,. including any
covered parking.
Density: An average of 1800 square feet ground area per
townhouse (minimum), or for example, not more than three
townhouses in a 5400 square foot ground area.
Minimum Square Feet: Each townhouse shall have a minimum
total living area of no less than 1100 square feet.
Parking: Minimum of 1.5 on property parking spaces for
each townhouse. No on property covered parking to be
permitted in front yard area.
Driveway:- Minimum 10-foot in width, for access to on
property parking area.
Setbacks: 5 foot

side street setback
from rear property line to any living area
from rear property line to any structure
side setback from property line on inside lots
open space between any two buildings on same lot.
Screening Device: At least six feet in height. Type to be approved.
Townhouse Construction: Maximum two stories in height,: including
first floor parking area, if any. Total height not to exceed 30
feet.
Existing Codes and Ordinances of the City of West University Place
to apply wherever applicable.
Signs: To be determined later.
There was discussion as to whether two driveways should be required on adja-
cent interior lots, as access to on property parking, but it was decided

that this was not a zoning matter, but should be handled by the Building
Inspector prior to issuance of .any permits-.
After considerable discussion of these matters, the following action was
taken:
Motion by Mr. Bricker, seconded by Mr. Hines, that the .Chairman of the
Zoning and Planning Commission be authorized to prepare a preliminary
report, based on tY~e matters heretofore discussed, and that said pre-
liminary report be filed with the City Secretary and a copy with the
City Commission, as required by law.

PRELIMINARY REPORT OF THE ZONING AND PLANNIlVG COMNLCSSION OF THE CITY OF WEST
UNIVERSITY PLACE, CONCERNING PROPOSED REZONIlVG OF LOTS 1 THROUGH 16, BLOCK 1,
AND LOTS 1 THROUGH 15, BLOCK 2, MONTICELLO ADDITION FOR TOWNHOUSE DEVELOPMENT.
TO THE HONORABLE MAYOR AND CITY COMMISSION
CITY OF WEST UNIVRR.SITY PLACE, TEXAS:
Consideration of the desirable alternatives to the present zoning of Lots
1 through 16,,Block 1 and Lots l through 15, Block 2, Monticello Addition
has been underway for some time, since no development has taken place in
this area for at least 25 years. As the result of this study, it is the
concluson':,Qf the Zoning and Planning Commission that it is in the best
interests of the City of West University Place for the orderly development
of this area, to rezone Lots 1 through 16, Block 1 and Lots 1 through 15,
Block 2, Monticello Addition, for townhouse development, under a Townhouse
District.
For the purpose of this consideration, a townhouse shall. be defined somewhat
as follows: "The term townhouse shall mean a structure which is one of
a series of dwelling units designed for single-family occupancy, which
dwelling units are structurally connected or immediately adjacent to each
other." The basic recommended requirements or regulations for a townhouse
district are as follows:
Open Area: There shall be 60~ open area, including any
covered parking.
Density:. An average of 1800 square foot ground area per
townhouse (minimum), or for example, not more than three
townhouses in a 5+00 square foot ground area.
Minimum Square Feet: Each townhouse shall have a minimum
total living area of no less than 1100 square feet.

permitted in front yard area.

parking.
