HomeMy WebLinkAbout11101966 ZPC Minutes (3)l REGULAR MEETING OF ZONING AND PLANNING COMMISSION NOVEMBER 10, 1866 The Zoning and Planning Commission of the City of West University Place convened in regular session at the City Hall on Thursday, November 10, 1866 at 7:50 p.m., with the following members present: Chairman Hannah, presiding; Members Bricker, Hilton, Hines and Lott. Chairman Hannah announced that a public hearing had been called for 7:30 P•m• to consider application number 66-6, submitted by the West University Baptist__Church on September 2g, 1g66, requesting rezoning of Lot 6, Block lg, Collegeview First ~ Addition, and Lots 11, 13, 14 and 15, Block 15, Collegeview Third Addition, for church use. He stated that proper legal notice had been published in the Young ~ World section of the Houston Chronicle on Wednesday, October 26, 1866 and .that ~ notices had been mailed to all property owners within 200 feet of the property on ~ October 20, 1866. V Motion by Mr. Bricker, seconded by Mr. Lott, that the public hearing be opened. Chairman Hannah asked that those present desiring to be heard on the matter before the Zoning and Planning Commission, please come forward and state their names and addresses for the record. Messr. Kelly Gaffney, architect for the church, Ed King and John Hughens, members of the Committee for Rezoning of the West University Baptist Church; Mr. and Mrs. W. E. Howard, 3810 Milton, and Mr. and Mrs. J. S. Price, 3804 Milton, were present desiring to be heard. ,' The Committee from the church presented their plans and drawings,. and explained to the Commission that they desire to erect a new educational building, using Lot 6, Block lg, Collegeview First Addition, as well as Lot 7, which is already rezoned for church user They also explained that the lots across the street, being Lots 13, 14 and 15, Block 15, of Collegeview Th~.rd Addition were already used for church parking, but had not been rezoned, and they desired that these be rezoned at the same time. They stated that inasmuch as the church also owns Lot 11, _. Block 15, Collegeview Third Addition, they had included it in the request for re- zoning, so that all of the church-owned property would be zoned for church use. He stated that they had no plans at the present time for Lot 11, but would probably leave the existing building on the property, and possibly use it for church staff occupancy or something similar. Mr. and Mrs. Howard expressed their approval of the proposal, but stated that they. did not want to see Lot 11 used for parking purposes,. as the parking lot on the other side of their property had been built up, and causes a bad drainage problem already and that they did not want a parking lot on the other side of their property as well. Mr. and Mrs. Price, who live to the east of Lot 11, also expressed the feeling that they did not want to see this lot used for parking purposes, but also approved of the proposed construction by the church. Mr. Gaffney explained that it had not been decided just what the property would be used for, but that it would not be used for parking at the. present time, because the size of the lot was not desirable for parking purposes. He stated that the church would cooperate with the adjacent resident and try to work out something mutually satisfactory. There bei ng no further questions or statements, the following action was taken: Motion by Mr. Lott, seconded by Mr. Bricker that the public hearing now be closed.. .( Voting Aye: All Voting No; .None Chairman Hannah announced that the Commission would go into executive session and discuss the application and information presented, and that they would take action after complete discussion of the matter. After considerable discussion, the following action was taken by the Zoning and Planning Commission: Motion by Mr. Lott, seconded by Mr. Hines that Chairman Hannah be authorized to prepare the Final Report of the Zoning and Planning Commission, recommending to the City Commission, that Lots 11, 13, l~+ and 15, Block 15, College view Third Addition, and Lot 6, Block 19, Collegeview First Addition be rezoned for church purposes as requested by the West University Baptist Church. Voting Aye: Chairman Hannah, Members Bricker, Hines and Lott Voting No: None Mr. Hilton abstained from voting, being a membe~of the church making the application. __ With no further business to come before the Commis ion a- duly made, seconded and carried, the meeting was djQU ATTEST: r" Secretary this, ime, -~ motion ~] FIlVAL REPORT OF THE ZONING AND PLANNING COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, CONCERNING PROPOSED REZONING FOR CHURCH USE OF LOTS 11, 13, 14 and 15, BLOCK 15, COLLEGEVIE4d THIRD ADDITION, AND LOT 6, BLOCK 19, COLLEGEVIE4d FIRST ADDITION. TO THE HONORABLE MAYOR AND CITY COMMISSION CITY OF WEBT UNIVERSITY PLACE, TEXAS This is the Final Report and recommendation of the Zoning and Planning Commission of the City of West University Place, Texas, following a public hearing and study of the application submitted by the West University Baptist Church for rezoning of the above referenced property- ~ for church use. ~ Your Zoning and Planning Commission, by .unanimous vote, with the excep- ~ tion of one abstaining member who is also a member of the West Univer- ~ sity Baptist Church and desired to abstain from voting, recommnends that the above described property owned by the West University Baptist Church be rezoned for church use, as requested in Application number 66-6 filed on September 29; i-966 and considered by the Zoning and Planning Commission. in regular session, on. October 13, 1966, and at a Public Hearing held on- N©vember,~10, 1966. At the Public Hearing held on November 10th, after proper legal notice, there was no opposition to the proposed rezoning for church use of the property under consideration. The two property owners on either side of Lot 11, Block 15, Collegeview Third Addition were present at the hearing, and their only concern was that this lot not be built up for use as a parking lot, because of the drainage problem already existing. The church representatives agreed to work with these property owners to solve this problem to their satisfaction. After consideration and review of this application, the Zoning and Planning Commission recommends that the property involved in this application, being Lots 11, 13, 14 and 15, Block 15, Collegeview Third Addition, and Lot 6, Block 19, Collegeview First Addition, be rezoned for church use.
