Chairman Hannah annouriced that a public hearing had been called for . ?:30 p.m. to consider application number 6E-6, submitted by the West i~iver- sity Baptist Church on Sep em er , 9, re~uestin~ rezon g o o , Bloclt 19, Collegeview Fisst dition~ and Lots 11, ],3, ]. and 15, Block ~ Collegeview Third A dition, for church use. He ~stated that proper legal notice had been published in the Young World section of the Houston Chronicle on Wednesday, October 26, 19EE and that notices had been mailed to all property owners within 200 feet of the property on October 20, 19660 Motion by Mre Bricker~ seco~ded by Mr, Lott, that the public hearing be opened. : ; Cha3.rman Hanriah asked that thoee present desiring to be heard on the matter before the Zoning and Planning Commission,• please come far~ward and state their names and addresses for the record. Messrs. Kelly GaFfney, archi- tect for the. church; Ed. King and John Hughens, memb~ers of the Committee for Rezoning of the West University Baptist Church; Mr. and Mrs. W. E. Howard, 3810 Milt~, ~ad Mr. and Mrs. Je S. Price, 3804 Milton, were present desiring to be heard. ..~ The Committee Yrom the church presented their pl,ans and drawings, and expla.ined to the Commission that they desire to erect a new educational building, using Lot E~ Block 19~ Collegeview First Addition~ as.well as Lot 7,.which is already rezoried for church use. They also exp]ained that the lots across the street, being Lots 13, 14 and 15, Block 15, of Collegeview Third Addition were already used for church parking, but had no~t been~rezoned~ and they desired that these be rezoned at the same time. They stated that in~asmuch as the church also owns Lot 11, Block 15, Collegeview Third Addition~ they had iricluded it iri the re~uest for re- zoning~ so tY,at all of the church-owned property would be zo~ed for chur~ch use. ~He stated that they had no p]rans at the present time fAr ~ Lot 11~ but would probably leave the existin~ buildir~ on the property~ : and possibly use it ~'or church staff occupancy or something similar. ''Mr. and Mrs. Howard expressed their approval of the proposal, but stated ~ that they de~inite]y did not want to see Lot 11 used Por parking pur- ~; poses~~as the parkirig lot on the other side of their property had been ' built up~ and causes a bad drainage problem already~ and that they did no~ want a parking lot on the other side of their property as well. Mr. `• ~ aad Mrs, Price~ who live to the east o~ Lot 11, also expressed the feel- ~ ing that they did no~t want to see this lot used for parking purposes~ ~ but also approvec] of the proposed caristruction by the church. 3 .~ ~ • ~~'~ '~'''~ * ~ ~ Zoning and Plannfng Commission Minutes, page 2~ Navember 10, 196E Mre Gaf~ney explained that it had not been decided just what the property would be used Yor, but that it would not be used for parking at the present time, because the s3~ze of the lot was not desirable for parking purposese He stated that the church wou]~d cooperate with the ad~acent residents and try to t•~ork out something mutually satisfactory. There being no further ~uestions or statements, the follawing action was takea: Motion by Mr. Lott, seconded by Mr, Bricker that the public hearing naw beclosede Voting Aye: All '. Voting No: None Chairman Hsnnah announced tha~c the Commfssion would go into executive session and discuss the application and i.nYormation presented, and that they would take ac~tion af'ter complete discussion of the matter. After considerable discussion, the following action was taken by the Zonir~ and Planning Commission: Motion by Mr. Lott~ seconded by Mr. Hines that Chairman Han~aah be authorized to prepare the Final Report of the Zoning and Planning Commissfon, recommendi.n~ to the City Commis- • sion~ tha~ Lots 11~ 13, 1~+ and 15~ Block 15, Collegeview Thirfl Addi- tioa and Lot 6, Block 19, Co1le~eview First Addition be rezoned for church purposes as re:~uested by the West University Baptist Church. Voting Aye: Chairman Har~nah~ Members Bricker, Hines and Lott Voting No: None Mr. Hilt~ abstained from voting~ bein.g a member of the church makittg the application. With no further bu~iness to come before the Commission at this time, upon motion duly made, seconded and carried, the meeting was ad~ourned. BIACK 19, COLLEGEVIEW FIRST ADDITIONa TO THE HONORABLE MAYOR AND CITY COMMISSION CITY OF WEST UIV'NERSITY PLACE, TEXAS This is the Final Report and recommendation of the Zoning and Planning Commission of the City of West University Place, Texas, ~oLlowing a public hearing and study o~ the appli~ation submitted by the West University Baptist Church~for rezoning of~the above referenced prop- erty for church use. Your Zoning and Planning Com~nission, by unanimous vote, with the excep- tion of one abstaining member who is also s member of the West Univer- sity Bapt.ist Church and desired to ubstain from voting,recommends that ~ the above~described property owned by the West University Baptist Church be rezoned for church use, as re~,uested in Application number C^E-6 filed on September 29, 1966 and consilered by the Zoning and : ~ Planning Commission in regular session on October 13, 19EE, and at a Public Iiearing held on Nov.ember 10, 1966. At the pub lic hearing held on November lOth, after proper le~al notice, there was no opposition to the proposed rezoning for church use of the property under consideration. The t~•~o property awners on either side of Lot 11, Slock 15, Collegevieta Third Addition were present at the hearing~ and their onl,y concern was that this lot not be bui.lt up for use as a parking lot, because of the draina~e problem already existing. The church representatives agreed to work with the~se prop- eirty owners to solve this problem to their eatisfaction. After consideration and revieta of this application, the Zoning and . P].anning Commission recommends that the property involved in this application, being Lots 11, 13, l~+ and 15,Block 15~ Collegeview Third Addition, and Lot 6, Block 19, Collegevfew First Addition, be rezoned ~or church use.
