REGULAR i~ETING OF ZONIlVG AND PLANNING COMMISSION
NovEMBER lo, 19EE
The~Zoning and Planning Commission of the City of West Uni~;ersity Place
convened in regul.ar session at the City Hall on Thursday, November 10,
1966 at 7:30 p.m., ~aith the following members present: Cliairman Hangeh,
presiding; Members Bricker9 Hilton, Hines and Lott.
Chairman Hannmh annouriced that a public hearing had been called for
7:30 p.m. to consider application number 66-6, submitted by the West Univer-
sity Baptist Church on Sep mber 9, 1 , re:~uesting rezon ng o o ,
Block 19, Collegevie4~ Fixst Addition, and I,ots 11, ~3, 1 and 15, Block
, Collegeview Third A dition, for church use. He stated that proper
legal notice had been published in the Young World section of ~he Houston
Chronicle on Wednesday, October 26, 1~6 and that notices had been mailed
to all property awners withi.n 200 feet of the property on October 20, 1966,
Motion by Mr, Bricker~ seconded by Mr, Lo~t, that the public hearing be
opened.
. Chairman Hannah asked that those present deairing to be heard on the matter
before the Zoning and Planning Commission,~ please come f orward and state
their names and addresses for the record. Messrs. Kel1y Gaffney, archi-
tect for the church; Ed. King and John Hu~hens, memh'ers of the Committee
for Rezoning of the West University Baptist Church; Mr. and Mrse Wo Ee
Howard, 3810 Milton, and M~. and Mrs. Jo S, Price, 38d+ Milton, ~aere
present desiring to be heard. .. ~
The Committee from the church presented their plans and drawings, and
explained to the Commission that they desire to erect a new educational
building, using Lot E~ Block 19, Collegeview First Additiori, as.well ae
Lot 7, which is already rezoned ~or church use. They also explained
that the lots across the street, being Lots 13, 1~+ and 15~ Block 15~ of
Collegeview Third Addition were already used for church psrkirig, but
had not been rezoned~ and they desired that these be rezoned at the same
time. They stated that inasmuch as the church also owns Lot 11~ Block 15~
Callegeview Third Addition, they had iricluded it in the re.~uest for re-
zoning, so that all oP the church-ocaned property would be za~ned for
church use. He stated that they had no plans at the present time f.or
I,ot 11, but would probably leave the existing building on the property,
and bossib]y use it for church staff occupancy or something similar.
Mre and Mrs. Howard expressed their approval of the proposal, but stated
that they definitely did not want to see Lot 11 used flor parking pur-
poses, as the parking lot on the other side of their property had been
built up, and causes a bad drainage problem already, and that they did
not want a parking lot on the other side of their property as well, Mr.
and Mrsa Price~ who live to the east of Lot 11, also expressed the feel-
in~ tl~at they did not want to see this lot used Por parking purposes~
but also approved of the proposed co~nstruction by the church.

Mre Gaffney explained that it had not been decided just what the property
would be used for, but that it would not be used for parking at the
present time, because the s~.~ze of the lot was not desirable for parking
purposesa He stated that the church would cooperate with the ad3acent
residents and try to t•~ork out something mutual~}r satisfactorye
There being no further ~uestions or statements, the followi.ng act3on
was taken: Motion by Mr, Lott~ seconded by Mr, Bricker that the public

Chairman Hannah announced tha~ the Commission would go into executive
session and discuss the application and information presented, and that
they would take action after complete discussion of the matter.
After considerable discussion, the following action was taken by the
Zoning and Planning Commission: Motion by Mre Lott, seconded by Mr.
Hines that Chairman Eannah be authorized to prepare the Final Report
of the Zoning and Pl.anning Commission~ recommending to the City Commis-
sion, that Lots 11, 13, 1~+ and 15~ Block 15, Collegeview Thirfl Addi-
tion and Lot 6, Block 19, Collegeview First Addition be rezoned for
church purposes as re~ue8ted by the West~University Baptist Church.
Voting l~ye: Chairman H~annah, Members Bricker, Hines and Lott
Voting No: 1Vone
Mr. Hilton abstained from voting, being a member of the church
making the application.
With no Purther business to come bePore the Commission at this time,
upon motion duly made~ seconded and carried, the meetirig was ad~ourned,

UNNERSITY PLACE, CONCERNING PROPOSID REZONING FOR CHURCH USE OF LOTS
11, 13~ 1~+ AND 15, BLOCK ~5, COLLEGEVIEW THIRD ADDITION, AND IAT 6,
BIACK 19, COLLEGEVIE6J FIRST ADDITIONe
TO THE HONORABI~ MAYOR AND CITY COMMISSION
CITY OF WEST IJI~'IVERSITY PLACE, TE}CAS
This is the Final Report and recommendation of' the Zoning and Planning
Commission of the City of tlest University Place, Texas, following a
public hearing and study of the application submitted by the West
University Baptist Church for rezoning of the above referenced prop-
erty for church use.
Your Zoning and Planning Commission, by unanimous vote, with the excep-
tion of one abstaining member c~ho is also a member of the [+Test Univer-
sity Baptist Church and desired to L~bstain froni voting,recommends that
the above described property otimed by the West University Baptist
Church be rezoned for church use, as re.~uested in Application number
C^E-E filed on September 29, 1~E and considered by the Zoning arxi
~ Planning Commission in. regu]a r session on October 13, 196E, and at
a Public Hearing held on November 10, 19E6.
At the public hearing held on November lOth, after ~roper le~al notice,
there was no opposition to the proposed rezoning for church use of
the property under consideration. The tt~io property o~aners on either
side of Lot 1]., Block 15, Collegevie~a Third Addition were present at
the hearing, and their on.ly concern was that this lot not be built
up for use as a parking lot, because of the drainage problem already
existing. The church representatives a~reed to t•~ork with these prop-
erty owners to solve this problem to their satisfaction.
After consideration and review of this application~ the Zoning and
Planning Commission recommends that the property involved in this
application, being Lots 11, 13, 1~+ and 15,Block 15, Collegeview Third
Addition, and Lot 6, Block 19, Collegevfew First Addition, be rezoned
for church use.
This concludes our Final Report.
