REGULAR MEETING OF ZONING AND PLANNING COMMISSION
APRIL 18, 1968
The Zoning and Planning Commission of the City of West University Place. convened
at the City Hall on Thursday, April 18, 1968 at 7:30 p.m. with the following members
present: Chairman Hannah, presiding; Members Bricker, Hilton and Lott. Mr. Hines
was reported to be in the hospital for surgery.
The meeting was called to ordey by Chairman hannah. He stated. that, in accordance
with previous notification given the members of the Zoning and Planning Commission,
the meeting was being held at this time inasmuch as a quorum was not available on
the second Thursday of April. Chairman Hannah stated that a letterof application
had been received (dated March 26, 1968) from Mr. Milton Schwartz, acting counsel
~,,. for Mr. D. H. Feldman, owner of Lot 6 and 7, Fairhaven Addition, requesting that'
consideration be given to rezoning of this property for professional office build-
C.~ ings. The property located in the 4100 block of Bellaire.--Boulevard, being 105' x
'"J 120' at the northeast corner of Bellaire Boulevard and Fairhaven Street.
~ It was the general consensus of the Commission that to consider only the property

.Boulevard form the YMCA property to Academy Street, for professional office buildings
and townhouses, inasmuch as the report prepard for the City of West University Place
by Caudill, Rowlett and Scott had recommended this type of use for the property
under consideration.
Motion by Mr. Hilton, seconded by Mr. Lott, that a public hearing be called for
7:30 p.m. on Thursday, May 16, 1968 for the purpose of hearing any ;interested
parties in connection with rezoning of the following described property for pro-
fessional office buildings and townhouses:
Lot 2, Block land Lot 2, Block 35,
Colonial Terrace Addition; Lots 1, 2,
3, 4, 5, 6, 7, 8, 9, and 10, Fairhaven
Addition in the City of WEst University
Place.
and that proper legal notice be given, also that Chairman Hannah be authorized
to prepare and submit a Preliminary Report to the City Commission setting forth
facts relative to the applicsation.

PRELIMINARY REPORT OF THE ZONING AND PLANNING COMMISSION OF THE CITY
OF WEST UNIVERSITY PLACE, TEXAS, CONCERNIlVG CONSIDERATION OF REZONING
LOT 2, BLOCK 1 AND LOT 2,BLOCK 35, COLONIAL TERRACE ADDITION, AND LOTS
1,2,3,4,5,6,7,8,9, AND 10, FAIRHAVEN ADDITION, FOR PREOFESSIONAL OFFICE
BUILDINGS OR TOWNHOUSES.
TO THE HONORABLE MAYOR AND CITY COMMISSION
CITY OF WEST UN1V ERSITY PLACE, TEXAS
This is a preliminary report- of the Zoning and Planning Commission of the
City of West University Place, Texas in connection with the application of
Mr. D. H. Feldman, owner of Lots 6 and 7, Fairhaven Addition, for rezoning of
said property for professional office buildings. This property is located in
the 4100 Block of Bellaire Boulevard 105 x 120 feet at the northeast corner
of Bellaire Boulevard and Fairhaven Street-in the City of West University Place,
Texas.
The aforementioned request of Mr. D. H. Feldman was considered by the Zoning
and Planning Commission in their meeting of Thursday, April 18, 1968. It was
the general concensus of the Zoning and Planning Commission that to consider only
the property heretofore described in the letter of application, would be
classified as "spot zoning:. It was decided that consideration should be given
to rezoning of all the lots facing south on Bellaire Boulevard, located be-
tween the Y.M.C.A. property and the Academy Street, being Lots 2, Block 1 and
Lot 2, Block 35, Colonial Terrace Addition, and Lots 1, 2, 3, 4, 5, 6, 7, 8,
g, and 10, Fairhaven Addition, for professional office. buildings or townhouses.
On the basis of the above action, and upon motion duly made, seconded and
carried, a; public hearing was called by the Zoning and Planning Commission
for the date of Thursday, May 16, 1968 at 7:30 p.m. at the City Hall..
A copy of this preliminary report shall be deliverd to and filed with the
City Commission, and a copy delivered to and filed with the Office of the City
Secretary of the City of West University Place.
This concludes our preliminary report.
