REGULAR MEETIlVG OF ZONING AND PLANNIlVG COMMISSION
MARCH 14, 1968
The Zoning and Planning Commission of the City of West University Place convened
in regular session at the City Hall on Thursday, March 1?+, 1968, 7:30 p.m., with
the following members present: Chairman Hannah, presiding; Members, Bricker,
Hilton, Hones and Lott. The City Attorney and Building Inspector were also present.
Mr. Garland Fielder, 3215 Albans, appeared before the Commission requesting informa-
tion concerning the possibility of his reconstructing his detached garage which
was destroyed by fire. He stated that the building had previously consisted of a
2-car detached garage with living quarters. upstairs which was constructed in 1936..
He stated that he had never used the garage apartment as living quarters, but d~-
sired to construct a room on the rear of his new garage which could be used as ser-
vants quarters or as a guest°room should he need same. He stated that he also would
use the space for storage...... .Chairman Hannah advised Mr. Fielder that it had been
regular procedure not to :permit reconstruction of .garage or separate living quarters
on the same lot as the main. dwelling on a lot. Mr. Cockrell advised Mr. Fielder that
it would be nec~ssaxy ^#'or,~Yi~.m to exec~zte an affidavit that the structure would not
be used as living-quarters zn add~a ion ~o the main dwelling. He stated that he
would not want kitchen facilities,'.but only a bedroom and a bath in the structure.
After further discussion, Mr. Fielder left the meeting and stated he would contact
the building inspector at a later date on this matter.
The following comments were made by various members of the Commission concerning
the proposed revisions to the city's "Fence Ordinance".
Section 1. Discussion concerning proposed amendment concerning difference
between "free standing fences" and "extension of wall".
Section 2. Wording "not beyond front building line" rather than "not beyond
front setback line". Some feel that it should be permissible to
construct a fence to the front. building line, if the house does
not extend to this line.
Section 3-5 No objections.
Section 6. Should be "owners" responsibility to remove debris, rather than
"contractor".
Section?-8 No objections.
Section 9. Remove wording beginning with the word "either".
Another suggestion was to delete this section entirely. Did not
feel that this was the city`s responsibility to govern.
Sectionl0 No objection.
Section 11 No objection.
Section 12 Suggested addition of "no exposed wire on tope of
fence" (safety factor)
Section 13 No objection.
With no further business to come before the Commi
duly made, seconded and carried, the meeting was
