REGULAR MEETING
ZONING AP1D PLANNING COMNiISSTON
AUGUST 3, 1971
The Zoning and Planning Commission of the City of West University Place con-
vened in regular session at the City Halls Tuesday, August 3, 1971, 7.:30 p.m.~
with the following members present: Chairman E. Gene Hines presiding; Mem-
bers L. B. Bricker, M. C. Caldwell Roland E. Dahlin, and H. Allen Weatherby.

presented a c opy of a General Warranty Deed from L. L. Lovelace to A. A. O'Delh
et ux, purporting to substantiate the owners' claim the dimensions of this lot
(32~' x 100') were created before the passage-of the Zoning Ordinance in 1937.
Mrs. Wright-was advised the Commission would study the document and submit a
copy to the City Attorney for an opinion. -
An application from Gertrude Weinberger, 6i~34 Buffalo Speedway, for subdivision of
Lot 2~ Block 30
West University 1st Addition
into two ,:(2) lots, each 50' x 150' both fronting on Buffalo Speedways was sub-
mitted'~;o the Commission for consideration.
Motion by Mr. Caldwell, seconded by Mr. Weatherby that a Public Hearing be called
for Tuesday, September 7, 1971, 8.00 p.m., to consider the application of Gertrude
k'einberger~ 643l~ Buffalo Speedway, for subdivision of
Lot 2, Block 30
West University 1st Addition
into two (2) lots, each 50' x 150', both fronting on Buffalo Speedway.
Voting Aye: All Voting No: None
An application from Elvin D. Ainsworth 6319 Westchester for subdivision of
Lot 10~ Block 22

into two (2) lots, each 50' x 150' both fronting on Westchester, was submitted
to the Commission for consideration.

The following letter from West University Church of Christ, 3~t07 Bissonnet~
addressed to Whitt F. Johnson, and directed to the Zoning and Planning Commission
by Mr. Johnson was read by Chairman Hines:

Albans owned by this church
Pursuant to the verbal request made in our behalf by Mr. Harold Shipp, this
correspondence reduces to writing our proposed additional usage of the subject
property and facilities.
Presently, the downstairs portion of the two-story house is used for Bible
classes, business meetings, fellowships and one room serves as an office for
our treasurer. The upper three rooms are not in use.
~1e are now seeking approval from your office, that we may f urnish the upper
rooms and offer them a.s temporary housing for those who live a great distance
from Houston and have relatives confined in local hospitals, who would other-
wise have to find commercial housing in order to be near their loved ones.
Should your office grant this request, these services described will be offered
at no cost to,the recipients, and their administration will be placed under the
direction of a capable man who will insure against any use other than those here-
in described.
Thank you for your consideration of this request.

It was the unanimous opinion of the Zoning and Planning Commission that the re-
quest from the West University Church of Christ, 3407 Bissonnet, to use the
upper three rooms of property at 340b Albans for temporary hous .for those who.
live a great distance from Houston and have relatives .confined in local hospitals
is not an acceptable use of this property in that it deviates from the single-
fami~y concept in being a transient facility.
A new proposal from Caudill, Rowlett and Scott, Architects, Engineers, and Plan-
ners, dated August 2, 1971, to update the land. use study of the City of TaJest
University Place made by this firm in 1963, was presented to the Commission for
consideration.
A detailed study of the proposal dated August 8, 1971 and comparison with the
proposal dated June 4, 1971 followed.
Motion by Mr. Caldwell, seconded by Mr. Bricker, that Chairman Hines be authorized
to appear before the City Commission at its next regular meeting Monday, .August 9,
1971 to ascertain the amount of funds available to the Zoning and Planning Commis-
sion to expend on a land use study of the City of West University Place.

Upon motion duly made, seconded and passed, the meeting adjourned.
