REGULAR MEETING
ZONING AND PLANNING COMMISSION
JULY 6, 1971
The Zoning and Planning Com:ai.ssion of the City of West University Place con-
vened in regular session at the City Hall, Tuesday, July 6, 1971, 7:30 p.m.,
with the following members presents Chairman E. Gene Hines, presiding; Mem-
bers L. B. Bricker, M. C. Caldwell, Roland E. Dahlin, and H. Allen Weatherby.

appeared before the Commission to discuss possible rezoning of their property.
Mr. E. A. Mayor spoke to the Commission, locating the property on a map and stated
he had appeared before the Commission on three or four other occasions concerning
the rezoning of his property and Bellaire-Boulevard as a whole or at least from
Poor Farm Diteh east to Buffalo Speedway. He said he would like to have this
area zoned for office buildings. He also pointed out the trash and debris behind
the grocery store located directly west across the ditch from his property and that
developing his property would i~tprove this area by screening devices at least.. He
also called attention to the fact that he owns the epartnrent buildings across .the
street south of this property in question and that the south side from the ditch to
Buffalo Speedway of Bellaire Boulevard is almost entirely apartments or small com-
. mercial establishments.
The Mayors were advised that the Commission is at this time engaged in a study
to update the zoning ordinance of the City of West University Place with special
attention to peripheral property such as he owns, but could give them no exact
time when it would be completed,. and it did not feel an application to rezone his
property could be favorably considered until this study is completed.
The Mayors left the meeting at this time.

on Westchester, and two {2) 50' x 100' fronting on Georgetown, wss presented and
signed by the Chairman and Secretary.

owned by C. F. Healy, into two (2) lots, each 50' x 150, each fronting on Am-
herst, was presented for signature of the Chairman and Secretary.- This notice
was not signed because the survey plat did not show improvements on the property.
A letter from the City Manager stating that Mr. Marvin Springer, City Planning
Engineer, would be in Bellaire,-.Texas on July 12, 1971, was presented to the Com-
mission. Mr. Springers firm did the master plan for the City of Bellaire and pro-
vided legal work for the revision of their zoning ordinance.
Due to the fact that two members of the Commission will be out of the city at the
time of Mr. Springers visit, it was decided they would not try to confer with him
at this time and the secretary was instructed to so advise the City Manager by letter.
The Chairman introduced Mr. Ronald Shoup, a resident and graduate. student at Rice
University studying Urban Zoning.
The Comiriission went into a lengthy discussion of the proposal received from
Caudill, Rowlett&Scott, Architects, Planners and Engineers, to update the
land use and zoning plan of the City of West University Place.
The discussion covered cost, services to be furnished by the City, services to
be furnished by the Planners, and emphasis on planning rather than revenue to
City. Some members felt the proposal asked the City to furnish an excessive
amount of information.
It was decided that the Commission would meet again on Tuesday, July 28, 1971
7:30 p.m. at the City Hall to again discuss the proposal and make a decision as
to acceptance of this proposal or present the firm with a counter proposal.
Minutes of the regular meeting of the Zoning and Planning Commission on June 1,
1971, were presented and approved as submitted.
With no further business to come before the Commission at this time, upon motion
duly made, seconded and carried, the meeting adjourned.
