HomeMy WebLinkAbout04131971 ZPC Minutes~[J REGULAR MEETING ZONING AND PLANNING COMMISSION kPRIL 13Z 1971 The Zoning and Planning Commission of the City of West University Place con- vened in regular session at the City Hall, Tuesday, April 13, 1971, 7:30 p.m., with the following members present: Chairman E. Gene Hines, presiding, Mem- bers L. B. Bricker, M. C. Caldwell, Roland E. Dahlin, and H. Allen Weatherb~r. Mr. Whitt Johnson, City Manager, met with the Zoning and Planning Commission, at the request of the City Commission, and advised of action taken by the City Commission at its regular meeting on April 12, 1971, to accept the recornraenda- tion of the Parks and Recreation Board to acquire East '~ of Lot 1, and the East '~ of the South ~ of Lot 2, Block 18, West University Place First Addition for park usage. Motion by Mr. Dahlin, seconded by Mr. Caldwell, that whereas, the Zoning and Planning Commission feels that one long range objective for the city should be to acquire and develop more park land, and whereas, there is no park in the south- east part of the city, it concurs in the action of the City Commission, on re- commendation from the Parks and Recreation Board, to acquire title to East '-~ of Lot 1~ and the East ~ of the South '~ of Lot 2, Block 18, West University Place First Addition for such purpose. Voting Aye: All Voting Not None The Chairman was also instructed to direct a letter to the. City Attorney asking him to outline, in writing, proceedings to be followed in the planning and ac- quisition of park land for the City. Dr. Edward C. M. Chen, 4046 Durness, Houston 77025, Owner of Lot 1, Block 57 - West University Place 2nd Addition 3323 Georgetown appeared in behalf of his application for subdivision of this lot into three lots, each 50' x 150, two lots fronting on Georgetown, and one lot fronting on Westchester. Motion by Mr. Dahlin, seconded by Mr. Caldwell, that Public Hearing be called for consideration of application for subdivision into three lots, each 50~ x 150, two lots fronting on Georgetown, and one lot fronting on Westchester, of Lot 1, Block 57 West University Place 2nd Addition 3323 Georgetown Voting Aye:. Three Voting No: Two The Public Hearing was set for Tyesday, May 11, 1971, 8e00 p.m. at the City Hall. ~~'~ Mr. David Rolke appeared before the Commission and requested an opinion as to whether a car wash operation is interpreted as a "Retail business" under the Zoning Ordinance of the city as applied to the 2700 Block of B issonnet which is zoned for Retail business'. After Mr. Rolke's presentation he was advised theCommission would discuss the matter further and advise him by letter of their opinion. Mr. Rolke left the meeting at this time. After a review of the Zoning Ordinance concerning the classifications of re- i.,. tail business, the noise"` and ~nuisancea' factor in Section 5 (15) of the Zoning Ordinance was considered to be a possible consideration for study. Action was cD reserved until members of the Commission could further investigate this possibility. ''~ ~ Mr. Leo Rubenstein, 1251l~ Woodthorpe, Owner of Lot 1, Block 1 Collegeview 3rd Addition Sunset and Bissonnet submitted a scale drawing of the above described property as requested by the Commission for a further discussion of his informal request for rezoning of the above property. After a study of information submitted and a discussion thereof, the Chairman was instructed to advise Mr. Rubenstein, by letter, that it does not feel that to rezone a small parcel of property alone is feasible, but that his g~operty is included in a study of properties in which the Commission is actively engaged at this time, to ascertain the most advantageous use for property owners in the City. The Chairman proposed that the Zoning and Planning Commission meet with a representative of Caudill, Rowlett, and Scott, Architects, Planners and Engi- neers, who made a Planning Study of the City of West University Place in 1963, to explore the possible updating of this study. Motion by Mr. Dahlias, seconded by Mr. Weatherby, that the Chairman be authorized to contact Caudill, Rowlett; and Scott for an informal discussion with a representative of their company, on possible updating of the Planning Study made by this company of the City of West University Place in 1963. Voting Ayes All Voting A1o: None May 5, -1971 was selected as the date for this meeting if agreeable with the representative's schedule. The Chairman called attention of the members to the Zoning Map furnished them which shows all zoning up to the present time, and pointed out this is the City Engineer's work map and has not been officially adopted, but a copy was furnished to all members of the Zoning and Planning Commission for their use in their current planning study. Upon motion duly made seconded and carried, the meeting was. recessed until Wednesday, May 5, 1971 at 7:'30 p.m.
