HomeMy WebLinkAbout12051972 ZPC Minutes~t~ REGULAR MEETING ZONING AND PLANNING CCMP9ISSION DECEMBER 5, 1972 The Zoning and Planning Commission of the City of West University Place con- vened in regular session at the Gity Hall, 7;30 p.m.~ Tuesday, December 5~ 1972, with the following members presents Chairman E. Gene Hines, presiding; Members L. B. Bricker, M. C. Caldwell, and H. Allen T.rdeatherby. Mr. Hines welcomed approximately fifty citizens of the City of ZrTest University Place in attendance at the meeting and introduced each member of the Com~~nission who in turn gave the address of his residence in the city. The Chairman stated in preliminary remarks that he understood a "rumor" that the Commission was rezoning certain x~roperties in the city at this meeting. was cause fox concern and the reason for the large attendance at the meeting. He assured the citizens this was not true and gave a detailed outline of the procedure for the rezoning of property, beginning with the submission of an Application for Rezoning to the Zoning and Planning Commission through the acceptance or denial of the rezoning request by the City Commission. At a request from a visitor, Mr. Hines read_the Agenda for the meeting to the audience. Mr. James L. Russell appeared in connection with his Application to Rezone, (Case No. 72-2)~ Lots 3 and 1~, Block 4 West University 1st Addition City of West University Place, Texas for a financial institution, namely a bank. Mr. Russell briefly reiterated his position that the City of West University Place with a population of approxi- mately 15,000 needed a bank within its corporate limits and that it would be a definite asset to the city. He also stated that his application for a State charter for a bank was to be heard iri Austin, December 6, 1972. Motion by Mr. Weatherby, seconded by Mr. Caldwell, that action on this Application to Rezone (Case No. 72-2) be tabled until the next regular meeting of the Zonis and Planning Commission on January 2, 1973. Voting Aye: All Voting No: None Mr. Dahlias came to the meeting at this time and wa.s introduced by the Chairman. Mr, E. A. Mayor appeared and sub.•nitted an Application to Rezone (Case. Mx. Mayor briefly describesi the property and stated in his opinion the property was not suitable for single-family dwellings for which it is now zoned because of location and tre large amount of traffic on Bellaire Boulevard at peak hours. Motion by Mr. Weatherby, seconded by Mr. Dahlias, that Application to P.ezone (Case No. 72-7) All of Lots 8, Sand 15, West 45 feet of Lot 7 East 10 feet of Lot 10 'rjest 15 feet of Lot 16 All such lots being in Block One (1) of I~NT PLACE ADDITION, City of .West University Place,. Texas for the construction of professional or other. off ice buildings, be accepted for consideration. ti'oting Aye r All Voting No : None A letter from Mr. Leo Rubenstein asking for information on the status of the Zoning and Planning Commission's study for land use in the city and requesting a copy of the Caudill, Rowlett and Scotl~ Land Use Study was submitted for consideration« Motion by Mr. Caldwell, seconded by Mr. Dahlias, that the Chairman be authorized to reply to Mr. Rubenstein's letter and advise the Zoning and Planning Commission would accept Application for Rezoning and that the Caudill„ Rowlett and Scott 1971 Land Use and Circulation study is available for study in the office of the City N~anager or could be purchased there for X5.00. Voting Aye: All Voting No: Ndne The Chairman advised that Mayor Don F?arris had requested that he make arrangements for a joint meeting of the Zoning and Planning Commmission and the City Commission. It was agreed by all members that they would be available for such meeting on Tuesday December 12, 1972, 7:30 p.m. The secretary was instructed to give the information to the Mayor and advise the members of the Zoning and Planning Commission if this date is satisfactory to the members of the City Commission. An Application to Rezone (Case No. 72-6) for construction of office buildings up to six (6) stories in height on Lots 1 and 2, Block 93 West University Place 2nd Addition City of ?~~est University Place, Texas from Mr. C. H. Atkins accepted for consideration at the regular meeting of the Zoning and Planning Commission on r.ovember 14, 19721 was submitted for discussion. The Commission discussed several problems involved in this application including off-street parking, the six story height requests and traffic from the mini-freeway. ~` Motion by Mr. Caldwell, seconded by Mr. Dahlia, that action on this Application to Rezone (Case No. 72-b~ be tabled until the. next regular meeting of the Zoning and Planning Commission on January 2, 1973. Voting Aye:- All Voting No: None Minutes of the regular meeting of the Zoning and Planning Commission of November 7.1.x, 1972 were presented and approved as submitted. The Chairman introduced Commissioner Mary Ann Binig who was in the audience. The Chairman opened the meeting at this time for general questions regarding zoning, but stated that this was not the time for any opinion "for" or "against" any application pending on the Zoning and Planning Commission docket, He advised opinions could be expressed at such time Public Hearings were called for consideration of Applications for Rezoning. Several questions from citizens were answered including de~'inition of "spot" zoning, information on availability of the Caudill, Rowlett and Scott 1971 Land Use and Circulation Study, and the function of the Zoning and Planning Commission.
