The Zoning and Planning Commission of the City of West .University Place con- vened in regular session at the City Halls Tuesdays September 5, 1972, with the following members present.: Chairman E. Gene Hines presiding; Members L. B. Bricker= M. C. Caldwell Roland Dahlin~ and H. Allen Weatherby. Mxs, Karol Lynn Johnson presented the following petition to the Zoning and Planning Commission for their consideration: To: Zoning and Planning Commission City of West University Place, Texas Whereas the streets of West University Place are not constructed to bear. heavy traffic loadsi Whereas the trees lining our three (3) streets are continously damaged by passing trucks Wherea$ heavy traffic endangers the lives of twenty-nine (29) children livang on our block Whereas the development of Greenway Plazas the construction of the Edloe overpass, without deference to the affected citizens, and the widening of Bissonnet threatens the single-family character of our neighborhood we, the undersigned residents of the 3700 block of Wroxton Road and the 3700 block of Albans Road, hereby petition to the city of West University Place to construct a cul-de-sacs closing Albans Road at its intersection with Bissonnet. Chairman Hines advised that the Commission had received other requests from individuals on these streets as well as other streets in the vicinity. He also stated they are studying recommendations made in the Caudill, Rowlett and Scott report made for the city last year, including traffic controls in this area and all areas of the city, but are not ready to implement any recommendations as outlined in the report of any others at this time. Discussion between members of ;the Commission and citizens present, elicited the information that tY~e citizens are cor~erned about traffic backing up on Bissonnet when the traffic light is installed at Edloe and Bissonnet and automobiles cut- tingoff on to Albans to go down Edloe to reach Sunset, thus on to Buffalo Speed- way. If this occurs, they are. also afraid the residential character of the street would deteriorate as .commercial activities increase on Bissonnet, but by closing the street this element would be blocked from encroaching into the-area. The citizens .were advised by members that they recognize the problem exists and the Commission is going to attempt to arrive at a solution, but that it is a traffic control problem and other Department s are involved. The Commission is seeking information from the Fire Department and the Police Department ( the Chiefs of each of these Depatmehts were present) and other agencies involved in traffic controls and ~rlll attempt to arrive at a feasible solution for recom- mendation to the City Commission, but that no decision would be made at this meeting. The Chairman thanked the citizens for their interest and appearance and advised they would keep t?:em informed as best they could on their progress and conclusions. 144 Mrs. Bea '~Jright, , xepresenti..ng ,Messrs. Hu~hes_ and Morris, Owners of Lo-~ ~.?B, Block 9 West University 1st Addition (E ~ of W ~ of Lot 12, Block 9) stated that property described as Lot 12D, Block 9 test University 1st Addition (?~a 32 ~' of E '-~ of Lot 12, Block 9) is adjacent to the property oYmed by Messrs. ;iughes and Morris, and that they are interested in purchasing phis 32 ~' x 100' strip of .land if it could be com- bined with Lot 12B (50' x 10') and subdivided into two (2) lots, approximately ~0' x 100', to build a residence on each lot. Mrs. Wright and Messrs. Hughes and Morris were advised that the minimum lot size for the building of a residence as outlined in Zoning Ordinance Tio. 111 is 5,000 sq. ft., or 50' x 100', and that this body has no authority to change the Zoning Ordinance. They were advised their recourse would be to apply to the Zoning Board of Adjustment for the waiving of the minumum lot size as required by the Zoning Ordinance. :~Ir. Jim Russell, Owner of Lots 3 and I~, Block I~ T~,'est University 1st Addition located on the ~3E corner of Buffalo Speedway and Bellaire Boulevard, fronting 2001 on Bellaire Boulevard and 200' on Bu:£fal~ Speedway, appeared before the Zoning and ~'lanning Commission and made application for rezoning this property from single-family residence use to use for the construction of a building to house a financial institution. Mr. Russell stated he has plans for the build- ing if the. rezoning is permitted and that he needs a recommendation from the Zoning; and ~'lannino Commission to rezone so that Yee can apply to the State :for a charter for such institution. He requested im-mediate attention because of the Charter application. fir. Thomas Gready, Owner of Lots 1.~, 2A, 2B, 2C, 3~ _ ~., Block 3 Z~~~est 'Jniversity 1st Addition extending from Vanderbilt Street to Belmont Street, ?~00' fronting on Bellaire Boulevard, and approximately 200' in depth, appeared before the Zoning and F~`anning Commission and made application for rezoning of this property from single-family residence-use to use for Professional Office Building, in partic- ular a medical office building. Dr. Gready stated he would build a medical office building at this location if the rezoning is permitted. i 1 Mr. Russell and Dr. Gready were advised the Commission is now studying all periAh- eral property in .the city with a view to rezoning, but are not ready to make recommendations at this time, but that these applications would be accepted and studied on their own merits and in the best interests of the city, and actin taken on them in the near future. . `'~°+` Mr. ?lines introduced Fire Department Chief C. E. Duffin and Police Department Chief H. E. Shipp and explained the Commission is studying traffic problems in the entire city along with its stud, for rezoning, and that also citizens have. approached the Coynnri.ssion for barricades or cul-de-sacs at various places spec if- ically either at intersections of Mercer, Sewanee, Westchester and Rutgers at Bissonnet, or at a mid-way point in the 5300 Block of these streets and as pr®- sented at this meeting at the intersection of the 3700 Block of Wroxton and Albans with Bissonnet. Chief Duffin said he could see no objection to a barricade or cul-de-sac at the intersection of the 3700 Block of Wroxton and Albans with Bissonnet as far as fire protection was concerned as two fire hydrants in the area were more than adequate and the island formed by the intersection of Wroxton and Albans provided ~ necessary means for turning and maneuvering fire equipment. (,~ Chief Duffin, using afire hydrant mad pointed out that hydrants were located at V the intersections of Mercer, Sewanee, Westchester, and Rutgers at Albans Street and that because of the three large churches in these blocks that any obstruction in the mi e o e oc wou Brea y hamper fire operation in case of fire at either of the three churches. 'Bissonnet at peak traffic hours cannot be used., and even at slow traffic hours would have to lay lines across Bissonnet from north side of Bissonnet which would considerably slow operations. He explained that hose is laid with the truck going forward and that time is of the essence in case of fire and he would not recommend this action at all. Barricades at Bissonnet would be more acceptable but really would hinder fire operation in this area, espe- cially in regard to churches. • Chief Shipp also opposed putting barricades at the midway because he believed they would be ineffectual, as the driveways at the churches would provide space for swinging around and on through the block He said there are various ways of con- trolling traffic, either with one-way streets (although one-way on all these streets would not be very good traffic management), "No Right Turns At Any Time" signs, alternate one-Tway streets, etc. During discussion, because of .the applications for rezoning for office buildings presented to the Comrai.ssion at this meeting, the Fire Chief and Chief of Police were asked about barricades or cul-de-sacs at the midway of Belmont and Vanderbilt in the 6700 block, They advised the same situation would be created on Bellaire Boulevard in reaching office buildings, if constructed, as on Bissonnet, as pre- viously discussed. Partial blockage of streets, installation of additional fire hydrants, dips and/or humps in the street, and general traffic patterns were all discussed with the two Chiefs. Mr. Hines thanked the Fire Chief and Police Chief for coming and discussing these problems with them and stated they nay need more information at a later date. Both Chiefs said they would be available if needed. 1 ~~~ Motion by Mr. Weatherby, seconded by Mr. Dahlin, that a special meeting be called for Tuesday, September 19, 1972, ?:30 p.m., for discussion and action on°appli- catic~ns received at this meeting from Mr. Jim Russell and Dr. Thomas Gready for the rezoninb of certain properties in the City of West University Place... Motion carried. Minutes of the reular meeting of the Zoning and Planning Commission of August is 1972 were presented and approved as submitted.
