Chairman Attest: ~ Secre ary C,C9 V REGULAR P•~TING ZONING AND PLANNING COMMISSION AUGUST 1, 1972 The Zoning and Planning Commission of the City of West University Place con- vened in regular session at the City Hall, Tuesday, August 1, 1972, with the following members present: Chairman E. Gene Hines, presiding; Members L. B. Bricker, M. C. Caldwell, Roland Dahliny and H. Allen Weatherby. The following two letters were presented to the Commission for their informa- tion. The Chairman was authorized at a called meeting on July 18, 1972 to submit the information contained in the letters to the City Commission: July 20, 1972 Mr. Whitt F. Johnson, City Manager City of Jest University Place, Texas 3800 University Boulevard ~Iou_ston, Texas 77005 Dear Sir:- In response ~o your letter of June 15, 1972 containing a recommendation from the Zoning and Planning Commission of the City of West University. Place, Texas for proposed estimates for .the 1973 Budget, the following is submitted: 1 14 7 - ZONING AA`D PLANNING 7-103 Clerical Salaries 300.00 7-201 Office Supplies 150.00 7-262 Legal Notices & Recording Fees 500.00 7-464 Judgements & Court Costs 1,000.00 7-1~b6 Legal Expenses 3,000.00 7-lt68 Planning 5c~o.00 TOTAL ESTIMATE $5,450.00 You will nat~ that Items 7-lt62 and 7-tt66 have been increased from the amounts budgeted in previous years. The Zoning and Planning Commission anticipates initiating action for rezoning certain properties and feels these increases would be needed for notices and legal services required in the preparation of ordinances. Whether or not we have properly cate- gorized the items, we do not know, and whether services required in the preparation of ordinances is chargeable to the Zoning and Planning portion of .the budget has not been-.made clear to us. The Legal _:xpense request item of $3,000.00 is, therefore, only a very rough estimate of possible anticipated expenditures. Gene :lines, Chairman Zoning and Planning Commission July 20, 1972 Honorable Mayor and Members of the City Commission City of West University Place, Texas Gentlemen: At a called meeting of the Zoning and Planning Commission on July 18, 1972, your request for a definition of an "enclosed porch" was discussed and the following is the result of the discussion: "We define an open porch as a roofed area open on at least two or more sides, with little or no enclosure between supporting mem- bers and basically open from floor to ceiling. A screened porch meeting the above criteria tiaould be considered an open porch. Tree addition of lattice work, baffles, or louvered blinds would not remove the porch from the "open" category... icweuer, when the ~kj~~ porch is enclosed with permanent walls, windows, doors, glass jalousies or fixed glass to the extent that it could be used as a year-round habitable space, it ceases to be an open porch and becomes part of the living area of the building and, as such, should be subject to .all building lines, set-backs and other requirement s of the current ordinances concerning living units." Chairman Zoning and Planning Commission ~ Discussion was held at length on the request of various citizens who appeared ~ at the June 27th meeting of the Zoning and Planning Commission for the closing ~ of Sewanee and Mercer Streets because of .the potential traffic problems which ~ will be created by the opening of the ~fmini-freeway" onto Bissonnet. A close V look was taken at all properties involved and it was decided to pursue the V matter to the point of getting additional information from the Fire Department and the Police Department. The Chairman was instructed to write letters to Fire Chief C. E. Duff in and Police Chief F:. E. Shipp requesting that they meet with the Commission a.t its next re~,ular meeting on September 5, 1972 to discuss this request and traffic problems in general. Minutes of the regulax meeting of June 27, 1972 were presented to the Commission and approved as submitted.
