HomeMy WebLinkAbout10141975 ZPC MinutesREGULAR MEETING ZONING AND PLANNING COMMISSION OCTOBER 14, 1975 The Zoning and Planning Commission of the City of West University Place convened in regular- session at the City Hall, 7:30 p.m., Tuesday, October 14, 1.975, with the following members present: O. C. Bartholomew, Chairman, presiding; Members Dahlin, LaCook, Norton and Weatherby. The Chairman ascertained that proper notice of meeting had been posted on the bulletin board at the City Hall three (3) days prior to the scheduled meeting as required by H83, Amending 625217, V.C.C. Mr. Bartholomew introduced members of the Commisson to visitors at the meeting. Mr. and Mrs. Henry Muth, Mr. David Allums, and Mr. Don Carstons` were particularly concerned about the "freeze" on permits for decks and attended the meeting to hear how the Zoning and Planning Commission proposes to amend the Zoning Ordinance. in respect to decks and porches. They were advised that the Zoning and Planning Commission is a statutory board under the laws of the State of Texas which has certain responsibilities, but writing ordinances was not one of its responsibilities. The Zoning and Planning Commission serves as an advisory body to the City Commission, making recommendations which might or might not be included in ordinances. They were also advised that interpretation of ordinances is the responsibility of the City Attorney. The visitors were told that members of the Commission were keenly aware of the problems in several areas of interpretation of the Zoning Ordinance and appreciated the interest of the citizens and invited them to give their views of the problems being encountered for the information of the Commission to help it formulate its own thinking in studying the problems. Discussion was held between members of the Commission, Mr. and Mrs. Muth, Mr Allums and Mr. Carstons concerning use of front yard, definition of porches and decks, intent of the open space requirement as it now exists in the Zoning Ordinance, right of property owner to use space in front of building and interpretation of ordinances. The Zoning and Planning Commission is beginning a study of the following items as related to the existing Zoning Ordinance: 1. Porches and decks 2. Swimming pools 3. Garages and accessory buildings 4. Lot coverage 5. Parking in front of front building lines 6. Signs It was generally agreed that, except for signs, the study should be looked at under the open space question so that the property owner might utilize his property according to his individual needs, with some possible restrictive definitions. The secretary was directed to ask for information from several cities similar in nature to West University Place as to how. they are handling the above. A report and recommendation to the City Commission on the above subjects will be completed and ready for submission directly after the first regular meeting of the Zoning and Planning Commission in March, 1976. The minutes of the. regular meeting of the Zoning and Planning Commission on September 9, 1975 were approved as submitted.
