SPECIAL MEETING
ZONING AND PLANNING COMMISSION
MAY 20, 1975
The Zoning and Planning Commission of the City of West University Place convened in
special session, Tuesday, May 20, 1975, 7:30 p.m., at the Community Building, with the
following members present: Chairman Bartholomew, presiding; Members Dahlin, LaCook,
and Norton. Mr. Weatherby was absent.
Mr. Jeffrey Corbin, chairman of the Independence Park Committee made his presentation
outlining the three main Phases of the proposed Independence Park Development. In
addition, he reviewed briefly comments gathered at public meetings previously held by his
Committee.
Mr. and Mrs. W. C. Potter, 3622 Duke, and Mr. Clifford Ownby, 3615 Pittsburg, spoke from
the audience and expressed grave concern that the public traffic to the park could create
many difficulties for the residents adjacent to the proposed park.
Following the presentation, general discussion was held by the Zoning and Planning
Commission members.
The following letter was drafted and motion by Mr. LaCook, seconded by Mr. Dahlin, that
same be presented to the City Commission as the recommendation of the Zoning and
Planning Commission concerning development of Independence Park:

Dear Commission Members:
At a special meeting of the Zoning and Planning Commission on May 20, 1975, Mr. Jeffrey
Corbin, Chairman of the Independence Park Committee, presented the committee's plan .for
the development of a park along Poor Farm Ditch, popularly known as Independence Park.
The Zoning and Planning Commission is of the opinion that the development of Independence
Park, generally as now planned in the Independence Park Committee's "DESCRIPTION OF
PHASING", would be in the best interests of and a benefit to the people of West University
Place.
We recommend that the City Commission proceed with the development of Independence
Park. We think it is very important that in the planning and development of the park great
effort be made to consider the human dimension for scale and to consider the situation of
the property owners who are now residing in the vicinity of the park.
