SPECIAL MEETING
ZONING. A L C MMISSION
The Zoning and Planning Commission of the City of West University Place
convened in special session, Tuesday, March 25, 1975, 7:30 p.m., with the following
members present: Chairman Hines, presiding; Members` Bartholomew, Dahlin and
Weatherby. Mr. Lipscomb was absent.
This special open meeting was called to study and discuss a proposal by Mr. Wm.
Perlmutter to construct townhouses on lots located at Bellaire Boulevard and

® Letters were accepted, made a part of these minutes and discussed from Ben F. Wilcher,
~ Fire Chief, and Richard K. Kesselus, Chief of Police, and a memorandum from O. D.
~ Gregg, Sanitation Superintendent. (Copies attached to minutes to be entered in minute
book.)
Chief Wilcher was present and stated that his objection to this proposal was based on
the narrow width of through roads and the northeast corner of the circulation plan.
Considerable discussion followed on the ordinance requirement of a minimum of 2,000
square feet per townhouse sites and the possibility of an additional undivided interest
ownership in non-connected parts of the entire developed tract.
Further discussion followed in regard to Ordinance No. 1025, Section I, Sub-Section N.
2. Bellaire Boulevard. a. and b., as to the procedure to be followed for the granting of
variances.
Other discussion concerned the right to pave easements and the construction and main-
tenance of fences. It was pointed out that any drives bordering the project and serving
the people of the development should be within the property being developed.
In further discussion with Mr. Perlmutter, attention was brought to Ordinance No. 1025,
Section I, Sub-Section P. It was emphasized that any further approval under`thisprovi-
sion by the Zoning and Planning Commission would not obviate compliance with other city
requirements. It was then agreed that a letter would be written to Mr. Perlmutter stating
that generally his plans were acceptable, but subject to their complying with Ordinance No.
1025.
The following letter was drafted to Mr. Perlmutter:

The Zoning and Planning Commission appreciates the opportunity of discussing with you
your preliminary plans for townhouse development located at Bellaire and Buffalo Speed-
way.

As discussed with you, if such preliminary plans are revised to comply with existing
ordinances and codes, we would be pleased to consider them:: for approval.
It is understood that the Zoning and Plana=ing Commission will not act as arbiter in
meeting the requirements of such codes and ordinances.

Re: Perlmutter CompanyTownhouses Located at Bellaire Boulevard and Buffalo
Speedway.
After reviewing the above site plan, it appears to me as if you would 6e putting
quite a few people in a small area.
The streets around this complex are very narrow, which would present a problem
to the Fire Department. The street on the north side of the project is
only 20 ft. wide and part of this is used as parking. A normal car is 6 ft. 8 inches
wide. The pumper is 8 ft. 8 inches wide. If any one of the cars did not park next
to the curb, it would be very difficult for the pumper to pass much less to work
around the pumper with lines and removing ladders and equipment fom the pumper.
The narrow street would be in violation of Ordinance NO. 1025, Sub-Section N-I, as
this ordinance calls for minimum 20 ft. wide access roads.
In my opinion, this site plan as it appears now would. hinder the Fire Department
in firefighting, in particular because of the narrow streets.

RE: Perlmutter .Company Townhouses - Located at
Bellaire Boulevard and Buffalo Speedway
I have the following comments to make in reference to the diagram
which was presented to the Zoning Commission:
Parking: The diagram is not specific as to where residents of each of the
clusterhouses will park, and I am to assume that the diagram will include
an enclosed garage. I therefore think it important for someone to have a
thorough understanding of the provisions for parking. The driveway which
extends around the entire complex appears to be lacking in some respects.
Particularly in respect to the driveway located on the east side of the
property being only 12 feet wide. Through experience I have found that
invariably someone will park on the driveway, whether restricted or not,
thereby seriously restricting the accessibility on that driveway. The
section designated for guest parking, on the north side of the property
indicates ten spaces for guest parking. I would anticipate problems with
guests being restricted to parking on one side of the complex and having
to walk entirely across the complex to those homes on the south side.
Finally, I question problems with parking as related to garbage and trash
pick-up, by the Sanitation Department.
Police Patrol: The design indicated on the drawing allows for sufficient
police patrol for detection of criminal activity, assuming the driveways
are not blocked and patrol cars can make an entire circle around the
complex.
Ingress and Egress to Buffalo Speedway And Bellaire Blvd.: I can
anticipate some problems due to the street design and the location of the
new proposed complex. The problem as I see it lies with those persons
wishing to leave the complex going either south on Buffalo Speedway, or
east on Bellaire Blvd. It is my feeling that some consideration should
be given this problem by both the contractor and the Zoning Board. It would
also be well to note that Bellaire Blvd. at that location is within-the city
limits of the City of Houston. ,
Crime Prevention: It appears that the design of the houses are good for
our awareness of the other's property. The design allows for the good
visual contact with other's property. This enhances the spirit in West
University Place, of residents being aware of other's property.. For
construction, I would strongly recommend that the architects and builders
take into consideration the new building security code .for Texas cities,
which was published by the Texas Municipal League, on a voluntary compliance
basis. A copy of that publication is attached

March 24, 1975
Mr. O. D. Cregg, Sanitation Superintendent, after reviewing the
site plan from Perlmutter Company at the corner of Bellaire
and Buffalo stated that the only thing he could see which
might hinder his operation was at the turn at the northeast
corner. He stated that unless an intersection radius was put
in at that corner it would be almost impossible .fora garbage
truck to make the turn without going over the cub.
