REGULAR MEETING
ZONING AND PLANNING COMMISSION
.JANUARY 14, 1975
The Zoning and Planning Commission of the City of West University convened in
regular session, Tuesday, January 14, 1975, 8:40 p.m., with the following mem-
bers present: Chairman Hines, presiding; .Members Bartholomew, Dahlin,
Lipscomb and Weatherby.
Notice of meeting had been posted on the bulletin board at the City Hall three
days prior to the scheduled meeting as required by HB3, Amending 6252-17 V.C.S.
~ Mr. Bill Knight, District Manager for Southwestern Bell Telephone Company,
~ appeared at the meeting at the request of the Commission to discuss the

~ application of Southwestern Bell to rezone for parking Lots 5 and 6, Block 25,
~„ Collegeview 1st Addition (4019 and 4023 Ruskin Street).
The Chairman explained to Mr. Knight that the application had been accepted
for consideration end that the Commission was considering whether or not
this body should calla Public Hearing or if it should be postponed until
after a new Commission was appointed by the new City Commission as this
appointment is pending.
Mr. Knight reiterated the problems that both he and the city had encountered
with Telephone Company employees parking on the city streets for the past
several years, and stated that although adding these two lots to their
parking area would not completely solve the problem, it would certainly
help, and asked that the application be expedited as quickly as possible.
Motion by Mr. Lipscomb, seconded by Mr. Dahlin, that a Public Hearing be
called to consider the application of Southwestern Bell Telephone Company
to rezone
Lots 5 and 6, Block 25
Collegeview 1st Addition
4019 and 4023 Ruskin Street
for parking.
Mr. Hines asked that the motion be amended to include
Lots 7, 8, 9, and 10, Block 25
Collegeview 1st Addition
in the call for Public Hearing. This would make consideration for rezoning
for parking on all lots in the 4000 Block of Ruskin facing north not now
zoned for parking.
Mr. Lipscomb and Mr. Dahlin accepted the amendment.
Voting on the motion and the amendment:

The following applications to rezone for townhouses and/or clusterhouses
were presented to the Commission for their consideration:
Application from Mrs. Paul S. Watts on the following property
All of Lot 6 and East 15 ft. of Lot 7
Block 1
Kent Place Addition
3600 Bellaire Boulevard
Application from Messrs. E.A. and R.B. Mayor on the following property
West 45 feet of Lot 7, All of Lots 8 & 9
East 10 ft. of Lot 10
Block 1
Kent Place Addition
3600 Block of Bellaire Boulevard
These two applications cover all lots facing south between Mercer Street
and the Harris County Flood Control easement adjacent to Poor Farm Ditch.
Motion by Mr. Bartholomew, seconded by Mr. Dahlin that the applicationsU
of Mrs. Paul S. Watts and Messrs. E.A. and R.B. Mayor as described above
be accepted for consideration and Public Hearing called to consider
rezoning the properties for townhouses and/or clusterhouses.
Voting Aye: All Voting No: None
The Public Hearing for the applications of Mrs. Paul S. Watts and Messrs.
E.A, and R.B. Mayor to rezone for parking was set for 7:00 p.m., February
11, 1975.
The Public Hearing for the application of Southwestern Bell Telephone
Company to rezone for parking was set for 8:00 p.m., February 11, 1975.
The Chairman was authorized to prepare and submit Preliminary Reports to
the City Commission on the above three applications.
A Brief prepared by City Attorney Charles Cockrell for Court of Civil
Appeals in the case of Roy D. Myers, Appellant vs. Zoning and Planning
Commission of the City of West University Place, et al, Appellees, was
pesented to the Commission for their information. Due to the length of
the. Brief the Chairman advised that it would be placed on file in the
office of the City Manager if any member desired to take it out for
study.
The minutes of the regular meeting of the Zoning and Planning Commission
on December 10, 1974, were presented for consideration and approved as
corrected.
With. no further business to come before the Commission at this time, upon
motion duly made, seconded and carried, the meeting adjourned at 10:20 p.m.
