Building, September 16, 1982 7:30 p.m. with the following members present: Chairman Michael Casey, presiding. Members Norton, Abell, Allan and Bettler present. The Chairman ascertained from the secretary that notice of meeting had been posted in the City Hall three days prior to meeting: notice of public hearing published in the Houston Chronicle on September 1, 1982 and notice to interested property owners mailed on September 3, 1982, Chairman Casey read the Notice of Public Hearing: (~ To consider the amendment of the city's Zoning Ordinance for townhouses and/or patio homes, which amendment would cover the following: Tract 2E, 268 ft, x 108 ft, acreage out of the A,C, Reynolds Survey, ~ 2704, 2708, 2712. and 2716 Wroxton. Tract 2D, 67 ft. x 108 ft. acreage out of the A.C. Reynolds Survey, 2718 Wroxton, 197.3 ft, x 108.15 ft. acreage out of the A.C. Reynolds Survey, 2728, 2732 and 2736 Wroxton.. Lots 1,2,3,4,5,6,7,8,9, Block 1 Evanston Addition Lots 1,2,3,4,5,6,7, Block 1, Krenzler Court Addition All properties in the 2600 and 2700 blocks of Wroxton, beginning approximately 180 feet from Kirby Drive West to Wakeforest Street. The comtemplated use of said property is to be in accordance with the Preliminary Report by the Zoning and Planning Commission, said report being on file in the office of the City Secretary of the City of West University Place. Motion by Mr. Jim Abell, seconded by Mr,'Allen that Public Hearing to consider application #82-7 from Paul Thomas Barr for rezoning of 197.3 feet X 108.15 ft., acreage in the A.C. Reynolds Survey, 2718, 1732, and 2736 Wroxton for townhouses and or patio homes. be opened: Voting Aye: All Voting No: None Mr. Casey introduced himself and gave his address in the City followed by other members, administered oath to those in the audience desiring to speak on the application and explained procedures to be followed during the hearing. Mr. Casey explained that the Zoning and Planning Commission felt that in order to do all the citizens justice to consider a-1 the properties between Kirby and Wakeforest. Once we consider this application for rezoning we will then make a written recommendation to the City Commission and then it will be up to the City Commission. Mr. Wayne Perry stated that the area facing south is zoned for apartments and the North side of Wroxton is zoned for single families and duplexes. ® ~ discussion between members of the definition of townhouses and patio homes. Mr. Perry clarified a Cluster house - It ca.n share a common front yard and driveway. The honing and P arming members discussed that all the property was included in the Public Hearing concerning Wroxton between Kirby and Wakeforest with the exception of that which was already rezoned for commercial, just 6Vest of Kirby. Applicant MR. Paul Thomas Barr 2932 Wroxton I have lived at this address for nine years, I have owned the property at 2728, 2732, 2736 since 1978, I am requesting replacement of twelve existing apartment residences with twelve townhouse or patio homes residences. I feel that the replacement of these apartments would be beneficial to the City of West University Place for a number of reasons: They would increase the tax base tremendously. They would not increase the current density, They would maintain and enhance the residential atmosphere of the neighborhood and the City, They would add new permanent residents to the City who would be more concerned with the upkeep and appearance of their dwellings than the typical apartment resident. The -ppearance of the townhouses would be georgian style architecture. I am aware of the problems with rezoning. The density, .appearance of the residential community. Some people buy apartments for a tax shelter and then just let the run down. The alternative for my apartments would be to build single family dwellings. At the cost of tearing these apartments and tearing them down to build single family homes would be astrominical in price. Behind the North side of Wroxton you have the Bunny Club and other commercial structures. We need a buffer zone to separate residential areas. Town houses is the only thing that makes sense. These townhouses would be priced in the upper $100,000.00 to $200,000.00 range. It would increase the City tax base and bring permanent residents as opposed to tenants. Mr. Michael Casey questioned Mr. Barr about the residents of his apartments. Mr. Barr advised that 50% were couples and 50% were singles. No children. My house backs up to the townhouses on Bissonnet, I do not think people with children buy townhomes. Mr, ..Casey stated that he did not know what the total square footage of land that Mr. Barr owned. Dennis Dylewski 2814 Wroxton. My major concern is that some of the neighbors around me express mainly concern about the density this would create, If you take the North and South side of the street you will wind up with a canyon like effect. We are concerned keeping the area residential. If Mr, Barr has his way it will increase more density. Closer to Wakeforest there are six single family homes and close to Kirby there are a number of duplexes. We are concerned about square footage requirements. We would like to see appropriate square footage requirements. Mr. Barr might sell the property and someone else might not be able to do this, 109 Mr. Paul Hendricks 2711 Wroxton We would like to see .the area rezoned. We are in favor of it. Obie Hennessy 2723 Wroxton Stated that he had lived at this address for 18 years. His real concern was there would be too many people wishing to park on the street and that the street was too narrow. Wanted to know about the South side of the street, if he had duplex and what if he wanted to convert it to a single family home. (~ Mr. Casey stated that if someone wanted to build a single family home they could. Q Mr. Hennessy stated he was not opposed if he could have some assurance that Q not too many units would be built. If both sides of the street were rezoned we would have problems. Mr.. Himmel 2718 Wroxton I own 2704 and 271E Wroxton, a fourplex and I have made it a triplex. Mr. Himmel questioned that if a hurricane or fire occured would he be able to restore his property as it was. Mr. Mike Brady 2720 Wroxton I own a duplex. Stated he was concerned about that if something happened to the duplex he should be protected and not having to build a townhouse he was not in favor of rezoning the entire block. He was concerned about parking and traffic increasing on the South side. He inquired about the average minimum size. Concerned about the number of people. Linda Cofort 4224 Lehigh Stated that even though she didn't live in the area of Wroxton she was an interested citizen of West University Place. She was a member of the College Court Addition Citizens Group. Recently they were confronted with a large request for rezoning the whole area for townhouses. As for townhouses within the borders of the City, those two blocks of old apartment, duplexes and single family homes she questioned the number of twelve townhouses on the existing property of the applicant. She really did not see that it would bring such difference in price if first quality single family houses were built in place of the townhouses. She was concerned of the density with no parking on one side. Also she was concerned if the water and sewer was adequate to serve the area. i~o Mr. Casey commented that the Board did not recommend any change in the area that there was nothing to prevent the remainder of what is there from building new apartments. Jeff Beachamp 2636 Albans Stated that his property backs up to the property in question. He was concerned about the drainage. The new homes recently built on Albans were elevated therefore causing flooding, There would be other problems such as sewage, Heavy rains would promote problems. It was an old system and that it would probably have to be updated before this was constructed. Would there be adequate water? He agreed with the canyon effect and this would be a problem. Mr. Casey asked the members of the Board if they had any questions. Mr. Casey stated that the Board may need to publicize this rezoning more. The Board may need to call a public hearing to get more information from the City Public Works Dept. Mr. Bettler motioned to close the Public Hearing. Mr. Norton seconded the motion. The Board discussed that they needed far more information from the Public Works department. More discussion. With no further business to come before the Commission upon motion duly made, seconded and carried, the meeting adjourned at 9:00 p.m. Mr. Allen moved to approve the September 16, 1982 minutes with amended corrections made.
