HomeMy WebLinkAbout08121982 ZPC Minutes (2)REGULAR MEETING ®`~ ZONING AND PLANNING COMMISSION AUGUST 12, 1982 The Zoning and Planning Commission of the City of West University Place convened in regular session at the City Hall, Thursday, August 12, 1982, 7:30 p.m. with the following members present: Chairman Casey, presiding; Members Abell, Allen, Norton and Bettler. The Chairman ascertained from the secretary that notice. of meeting had been posted in the City Hall three days prior to the meeting and Notice of Public Hearing published in the Houston Chronicle on July 26, 1982. The notice to interested property owners had been mailed on July 28, 1982. Mr. Abell moved to consider application 82-6 in Public Hearing from Lois Ann Flynn to subdivide: .Lot 4, Block 14, West University Place 1st 6422 Brompton into two lots be opened: Voting Aye: All Members Mr. Casey introduced himself and gave his address in the city followed by other members, administered an oath to those in the audience desiring to speak on application 82-6 and explained procedures to be followed during the hearing. Mr. Flynn, Mrs. Flynn's son, introduced himself and presented his plat layout and explained his future plans for the subdivision if granted.. He stated that he intended to build two houses designed to blend with the existing homes in the area. They would be traditionally designed and would be 3500' sq. feet or more. Mr. Flynn submitted a petition signed by the adjoining neighbors stating no objections to the project. Stating they were in favor of the subdivision was: Mr. Robert Kendrick - 6324 Rutgers Mr. J.J. Britton - 6415 Brompton Much discussion. Mr. Abell moved to close the public hearing. Mr. Norton seconded the move. The next item on the agenda was Application for subdivision, number 82-7: Lot 11, Block 7, West University Place 1st. 6633 Mercer into two lots. Mr. Norton moved to open the hearing. Mr. Abell seconded the move. Voting Aye: All Members Voting No: -0- Mr. Casey introduced himself and gave his address to the city followed by other members, administered an oath to those in the audience desiring to speak on application 82-7 and explained the procedure to be followed during the hearing. Mrs. Blair stated that she had looked up the records and had found that Q Q n originally there were 12 lots - 6 lots facing Mercer and 6 lots facing Sewanee. 1 0 They had been subdivided. thru the years. They had the only. 100' lot at 6633 Mercer. The other lots were 50'. Their proposed subdivision would be consistent with the rest of the area. Dr. Blair stated that there had been .problems with the house and they were looking for an alternative with which they could remain in the city. He wanted to divide the lot and build a house on one half and sell the other. Mr. Richard Darrow - 6625 Mercer was not in favor of the subdivision More discussion. Mr. Allen made a move to close the public hearing. Mr. Abell seconded the move. Voting Aye: All Members Voting No: -0- It was agreed by the Commission members to reopen the hearing on application 82-6 as two citi zens had arrived late due to an error in the letters sent out to .the homeowners. Mr. William Hurst - 6445 Brompton was against subdividing the lot. Mr. Scott 1Uehner - 6428 was for the subdividing the lot. More discussion. Mr. Abell moved to close the Public Fearing Mr. Allen seconded the move. Voting Aye: All Members Voting No: -0- The next item on the agenda was an application for rezoning for consideration by the Commission Members, application 82-$. Mr. Thomas Barr - 2932 Wroxton stated that he proposed to replace twelve existing apartment units with twelve townhouse or patio homes. He submitted plat plans, and it was discussed at length. Mr. Casey explained to the citizens that the Commission had a request to rezone and that if the Commission would accept the application there would be held a Public Hearing. The City Commission and the Zoning and Planning Commission would jointly call a meeting on whether or not the property should be rezoned. The number of units, minimum size, structure would be written into the Ordinance. Mr..Casey stated that September 9, 1982 would be the next regular Zoning and Planning Commission meeting and a Public Hearing would be held at this time for the rezoning issue. The Commission again began to discuss application number 82-6. After a lengthy discussion Mr. Norton moved to Deny. application 82-6. Mr. Abell seconded the move. _ `It was agreed by the members that to subdivide Lot 4, Block 14, WUP 1st. would not be in character of the neighborhood. Commission members discussed the effects to the city, in particular the health, welfare, flood problems, sanitation problems, sewer problems and property values pertaining to 6422 Brompton. ~o~ Application 82-6 Voting Aye: All Members Voting No: -0- Members began to discuss application 82-7. After a lengthy discussion on .application 82-7: Mr. Abell moved that application 82-7 be DENIED. Mr. Allen seconded the move. Voting Aye: Abell Allen Norton Voting No: Casey Bettler With no further business to come before the Commission, Mr. Allen moved to adjourn the meeting. Mr. Norton seconded the move.
