~ ZOIIING AND PLANNING CONQ~IISSION
MARCH 11, 1982
The Zoning and Planning l:ommission of the City of West University Place

convened in regular session at the City Hall, Thursday March 11, 1982,
7:30 P.M, with the following members present: Chairman Casey, presiding;
Members Abell and Farrell.
The Chairman.ascertained that Notice of Meeting was posted in the
City Hall on March 5th 1982.
Mr. Jim Heyward, who resides at 4005 University Blvd., presented drawings
for his proposed construction of Virginia Street, 300 feet south from
Duke Street. Mr. Heyward and members discussed various aspects of the plan
to include: drainage to Poor Farm Ditch; construction of the roadway;
right of ways; lot size; and turn arounds: Mr.. Heyward stated: If the
road needs to be wider, please take into consideration how many people
are needed to dedicate 20 feet to the right-of-way. Any one property
owner could stop the road construction; except for condemnation.
Secondly, some houses would have to be removed to comply with setback requirements.
'I'hird, housing will be on one side of Virginia Street only. Fourth, Mercer
is already~a thru street. ~-
Members discussed.possible~complication of this proposal to Independance Park.
The members decided to delay any recommendation to the City Gommission until
such time additional Zoning members could be present.
The meeting adjourned. at 8:55 P.M.
