The Chairman ascertained from the secretary that notice of ineeting had been posted in the Cit~• Hall tl~ree da~~s prior to meetting; notice of pub]ic hearing published in The }-louston Chronicle on July 26, 1982; and notice to interested property oti~ners mailed on Jul~~ 28, 1982. Afotion b~~ A9r. Abell, seconded by 1~9r. Norton, that public hearing to consider applicat~on ~83-6 from Lo.is Ann Flynn to subdivide into t~+~o lots be opened. Voting Aye: All Voting No: None A1r. Casey introduced himself and gave his address in the city followed by other members, administered an oath to those in the audience desiring to spea}; on the application and explained procedures to be followed during the hearing. Dick Flmn introduced himself and said he lived on 3306 Georgeto-+~n. Mr. Fl~rnn presented his plat la~~out and expla.ined his future plans for the subdivision if granted. Flynn stated that he had lived in the area for S or 9 years and had the highest ~ re.spect for the area and -+~hat it is. He said, he intended to build two houses designed to b)end ~,~ith the existing homes in the area. They would be traditionall~~ designed and -,•ould be 3500 sq, ft. or more and would bring a considerable. price. He a~as plannin~ on entering the project ~ith the Builder, Kevin Stuckey, who has built homes in the N'est University Place area and is more than acceptable. T9r. Flynn stated that he intended to build houses that would fit into the area. He had gone to a lot of trouble to design a house, because of the lot. dept}~ of 200' that would not look like a tunnel house on a 50' lot. He felt that the project would be an additi.on to the area. A9r. Flynn'submitted a petition signed b~~ the adjoining neighbors stating no objection to the project. Mr. Robert Kendrick 6324 Rutgers Stated that he ~as in favor of. the subdivision. Correspondence: J. J. Britton 6415 Brompton In favor of the subdivision. Mr. Flynn stated that realistically, if you were to drive up Belmont or Brompton or some of the other streets that have big lots, it would be apparent that some of the lots that have large houses on them will always have structures that are large and will be realistically maintained. Mr. Allen questioned Mr. Flynn about the plat he presented about the size of the lots. He concluded that they were all sizeable lots. _ Abell motioned to close the hearing. Nortion seconded. A1rs. B]air 6~,i~ i~•iZl'C~I" Stated they bought the house eight years ago. The house was 50 years old and they had done some renovations. They found that it ~as built incorrectl~• and that the brick had never been attached to the house and that it would be expensive to add on to the house. She stated that if they demolished the house, they would have to immediately pay off the loan. She had looked up the records and had found that originall~r there were 12 lots - 6 lots facing P,fercer and 6 facing Sewanee. They had been subdivided thru the years. 'T')~e~~ had the only 100' lot at G633 Afercer. The other lots were SO' . Their proposed subdivision would be consistent ~ith the rest of the area. • Dr. Hugh Blair b63~ A3ercer Stated tllat there had been a lot of problems -,ith the house and k~hat they ~,~ere looking for was an alternative, a leverage w~th which they could remain in the City of ~~'est University Place. He stated that they were trying to improve their dwelling so as not to be a detriment to the neighborhood. T'hey kanted to divide the lot and build a house on one half the lot and sell the other property. ~1r. Casey questioned the Blairs if they resided permanently at said propert.~~. Ri.chard Darrow 6625 Dfercer R'as not in favor of the subdivision. Casey entertained a motion to close the hearing Allen motioned to close the hearing Abell seconded. ' tVi 11 iam ~lurst 6445 Brompton Stated he had lived in the area for 45 years. 1`Jhen they first moved here, and they ahd built a substaritial house they found the zoning requirements very low. He and a neighbor made efforts and succeeded with the zoning requirements making Brompton an area in which there are brick homes to be built. He stated from Pittsburg to University and on Brompton that there were substantial homes built as a result of their efforts. He Did not see the point in dividing the lot and tearing down the beautiful home that stands on the present location. • r` • ~ ~ . , `~ ~ Mr. Scott t~ehner 6428 Erompton Stated that he H~as in favor of the subdivision. Mr. Flvnn clarified some of the statements made by Mr. Hurst. Abe]] motioned to close the public hearing. Allen seconded. Votin~ Aye: All Voting No: None The next item on the agenda -+°as an application for rezoning for consideration to be accepted by the Committee. ~ Thomas Barr 293' hroxton Barr proposed to replace 12 existing apartments units with ]2 toti~n house or patio homes. The plat plan was discussed with the members. A4r. Casey explained to the citizens that the Co~mittee had a request to rezone and that if the Committee ~~ould accept there would be a public hearing. The City Commission and Zoning~and Flanning Commisssion would jointly call • a meeting on whether or not the property should be rezoried. The number of units, minimum size, structure woul~d be H~ritten into the Ordinance. ~.-~i~s~~-' `r~; ~~ ^ ~ ~-" r,°'~`-- _ Casev stated tl~at he did not see any problem in accepting the request for rezoning. September 9, 1982 would be the next regular Zoning $ Planning regular meeting and a public hearing would be held at this time for the rezoning issue. In discussing submitted subdivision 6422 Brompton it was felt by the majority of the members that to subdivide subject application would not be in character of the neighborhood. Norton motioned the applicat~ion of Lot '~4, Block 14, WUP lst into two lots be denied. Seconded by Abell. Voting Aye - All Voting No: None Over much discussion on the subdivision application of 6633 Mercer. To tear down the large house which straddles a 100' lot and build large homes covering majority of the 50' lot, members did not see justification.
