The Zoning and Planning Commission of the City of West University Place
convened in regular session at the Community Building, September 16, 1982
7:30 P.M, with the following members present, Chairman Michael Casey
presiding. Members, Mr. J. E. Norton, Mr. Jim Abell, Mr. John Allen
Mr. Marcellus Bettler.
The Chairman ascertained from the secretary that notice of ineeting had been
posted in the City Hall three days prior to meeting; notice of public hearing
published in The Houston Chronicle on September 1, 1982; and notice to interested
property owners mailed on September 3, 1982.
Chairman Mr. Michael Casey read the Notice of PUblic Hearing:
To consider the amendment of the city's Zoning Ordinance for townhouses
and/or patio homes, which amendment would cover the following:
Tract 2E, 268 ft. x 108 ft. Acreage out of the A.C. .Reynolds
Survey, 2704, 2708, 2712 and 2716 Wroxton.
Tract 2D, 67 ft. x 108 ft., Acreage out of the A.C. Reynolds
Survey, 2718 Wroxton.
~ 197.3 ft. x 108.15 ft., Acreage out of the A.C. Reynolds Survey,
• 2728, 2732 and 2736 Wroxton.
Lots 1,2,3,4,5,6,7,8,9, Block 1, Evanston Addition
Lots 1,2,3,4,5,6,7, Block 1, Krenzler Court Addition
All properties in the 2600 and 2700 blocks of Wroxton, beginning
approximately 180 ft, from Kirby Drive west to Wakeforest Street.
The comtemplated use of said property is to be in accordance with the
Preliminar~~ Report by the Zoning and Planning Commission, said report being
on file in the office of the City Secretary of the City of West Universitv
Place, Texas.

Mr. Casey introduced himself and gave his address in the city followed by
other members, administered an oath to those in the audience desiring to
speak on the application and explained procedures to be followed during
the hearing.
~ Mr. Casey explained that the Zoning and Planning Commission felt that in
order to do all the citizens justice to consider all the properties between
Kirby and Wakeforest. Once we consider this application for rezoning we
will then make a written reco~mnendation to the City Commission and then
it will be up to the City Commission.

• Mr. Casey advised that later in the meeting the board would look into this
matter.
Mr. Wayne Perry, Building Inspector stated that the area facing south is zoned
~ for apartments and the nor.th side of IVroxton is zoned for single families and
~ duplexes. ~
Discussion between members of the definition of townhouses and patio homes.
Mr. Perry clarified a cluster house - it can share a common front yard and driveway.

I have lived at this address for nine years. I have owned the property
at 2728, 2732, 2736 since 1978.
I am requesting replacement of twelve existing apartment residences with
twelve townhouse or patio homes residences. I feel that the replacement
of these apartments would be beneficial to the City of bVest University
Place for a number of reasons:
They would increase the tax base tremendously. They would not increase the
current density. They would maintain and enhance the residential atmosphere
of the neighborhood and the city. They would add neki permanent residents
to the city who would be more concerned with the upkeep and appearance of
their dwellings than the typical apartment resident. The appearance of the
townhouses would be georgian style arcl~itecture. I am aware of the problems
with rezoning. The density, appearance of the residential community.
Some people buy apartments for a tax shelter and then just. let them run down.
The alternative for my apartments would be~to build single family dwellings.
At the cost of tearing these apartments and tearing them do-on to build single
family homes would be astrominical in price. Behind the north side of
Wroxton you have the Bunny Club and other commercial structures. k'e need
a buffer zone to separate residential areas. Town houses is the only thing
that makes sense. 7'hese townhouses would be priced in the upper ~100,00~
to $200,000 range. It would increase the city tax base and bring permanent
residents as opposed to tenants.

My major concern is that some of the neighbors arotm d me express mainly
concern about the density this would create. If you take the north and south
side of the street you ti~ill wind up H~ith a canyon like effect. A'e are
concerned keeping the area residential. If Mr. Barr has his way it will
increase more density. Closer to Wakeforest there are six single family
homes and close to Kirby there a number of duplexes, tiVe are concerned about
square footage requirements. We would like to see appropriate square footage
requirements. D9r. Barr might sell the property and someone else might not
be able to do this.

Stated that he had lived at this address 18 years. His real concern was
there would be too many people wishing to park on the street and that the
street was too narros. tiVanted to know about the south side of the street
if he had duplex and what if he wanted to convert to a single family home.
Mr. Michael Casey stated that if someone wan.ted to build a single family home
they could.
Mr. Hennessy stated he was not opposed if he could have some"assurance that
not too ma.ny units would be built. If both sides of the street were rezoned
we sould have problems.

Mr. Hirunel questioned that if a hurri.cane or fire would he be able to
restore his property as it was.

I own a duplex. Stated he was concerned about that if something happened to
the duplex he should be protected and not having to build a townhouse.
~e was not in favor of rezoning the entire block. He was concen-r-ed abou~`
par3:ing and traffic increasing on the south side..He inquired about the
average minimum size. He was concerned about increasing the number o people.

Stated that even though she didn't live in the area of Wroxton she was
an interest citizen of West University Place. She was a member of the
College Court Addition Citizens Group. Recently they were confronted with
a large request for rezoning the whole area for townhouses.
• As for townhouses within the borders of the City, those two blocks of old
apartment, duplexs and single family homes she questioned the number of
t~~~elve townhouses on the existing property of the applicant. She really did
not see that it would bring such difference in price if first quality
single family houses were built in place of the townhouses. She was concerned
of the density with no parking on one side. Also she was concerned if the
water and ser was adequate to serve this.

area that there was nothing to prevent the remainder of what is there from
building new apartments:

Stated that his property backs up to the property in question. He was more

He was concerned about the drainage. The new homes recently built on Albans
were elevated therefore causing flooding.
There would other problems such as sewage. Heavy rains would promote problems.
It was an old system and that it would probably have to be updated before
this was constructed. Would there be adequate water. He agreed with the
canyon effect and this would be a problem.
• Mr. Casey asked the members if they had any questions.
Mr. Casey stated that the board may need to publicize this rezoning more.
The board may need to call a public hearing to get more information from the
city Public Works Dept. A recommendation to the City Commission will become
public.
Mr. Bettler motioned to close the public hearing.

• Discussion:
Discussed that the Board needed to inquire from the Public bJorks Department.
Casey stated that he would like the opportunity to calculate the amount
of square footage we are talking about and determine the amount of density
based on square footage of land and utilize what they can handle.
Discussion about what could be done about the traffic situation.
Mr. Perry would contact Afr. Pat Lilly, Public l9orks Director and information
would be obtained. This would take about two weeks.
It was agreed tllat after the Board talked with Public Ulorks Department, they
would decide when to have the next meeting.
Minutes of the Zoning and Planning Commission meeting of August 12, 1982
were reviewed and discussion of some corrections in the wording of the minutes.
The minutes will be corrected and resubmitted to the members at the next
meeting.
