The Zoning and Planning Commission of the City of tiVest University Place
convened in regular session at the City Hall, Thursday, November 18, 1982,
7:30 p.m, with the following members present: Chairr~an Casey, presiding.;
T~embers Abell, Allen and Norton. ~a..~. ~~/ .
T9r. Casey introduced himself and gave his residence address in the City
followed by other members of the Commission.
Mr. Lee Gaddis Geeslin approached the Board for consideration of:
Application #82-9
Lot ~25 of Lot 6
Block 10
6112 Kirby
to_.add a double car garage, with study on second floor to be attached to
exist'ing to~anhouse.
I~9r. Geeslin presented a rough model of existing townhouse and showed the
remodeling he proposed along k~ith two sets of blueprint drawings. He
stated that he ~aas seeking premiliary approval to see if such remodeling
would be feasible.
• T9r. Casey stated that anpli.cation #82-9 had been brought to the Zoning
and Planning Commission by Mr. Perry, Building Inspector because the
Zoning and Planning Commission needs to review all plans for construction
of the townhouse district. "
Mr. Casey asked P~9r. Perry if he had taken soMe measurements as to ~~hat
the predominate setback on Kirby Drive is.
Mr. Perry responded with "the proposed addition is set back 16 feet off
the property line.
A lengthy discussion.began with Mr. Casey, Norton, Allen and Abell talking
of the feasibility of such an addition.
D9r. Casey stated that there had to be at least two and one-half parking
spaces per unit, for a total of five parking spaces for both townhouses.
He also asked h1r. Geeslin if the totle that was vested to him designate
the parking area now provided as common area or not. Mr. Geeslin did not
know.
Mr, Brad Hamilton was in the audience, and is the attorney for Ms. McDade
who resides next door to the Geeslin residence. Mr. Hamilton stated that
he was not aware of a designated common area, only property line to ~ ~
property line.
. A1r. P~9cDade, r9s. McDades father approached the table and told of his objections
to the addition to Mr. Geeslin's townhouse. They were:.
1) The added wall would be higher than the original structure.'
2) Wall will not~ conform to original structure. "
3) When he purchased.the property at 6114 Kirby he was under the impression
that it was a common parking area. The addition of the wall would be
denying him his parking privileges for he and his guests.
4) It was not fair for someone to be able to effect the value of his
~ property.
5) The remodeling could possibly effect the existing slab and wall of his
townhouse. ~
6) Mr. McDade stated that he would not have considered buying the townhouse
if the proposed attachment had been added to the townhouse at the time
of his purchase.

'- It was again discussed by all members of the Zoning and Planning Commission.
` Mr. Geeslin and P.fr. T9cDade and Ms. A9cDade excused themselves from the
meeting and Pdr. Casey called for a five minute reccess at 8:40 p.m.

r4eeting resumed to order at *:45 p.m.
Mr. Casey then asked the Commission members if they objected to discussion
of the second item on the agenda and would return to Mr. Geeslin's
application later in the evening. All members agreed.
The Zoning and Planning Commission began the discussion onP

This application ti~as expanded to include area on North side of Wroxton from
l9akeforest to within 180 feet of Kirby Drive. Described below:

Twelve existing apartment residences

residences located at 2728, 2732 and
2736 lUroxton, Lots 197.3 ft. by 108.15
ft. A.C. Reynolds Survey Addition, each
facing ti9roxton.
Tract 2E, 268 ft. x 108 ft., Acreage out of the A.C. Reynolds Survey, 2704,
2708, 2712 and 2716 1~'roxton.
Tract 2D, 67 ft. x 108 ft., Acreage out of the A.C. Reynolds Survey, ~2718.
i~'roxton.
T4r. Casey passed out copies of a letter from A4r. Lilley, Director of Operations
regarding availability of utilities in the 2600 and 2700 block of Wroxton.
Mr. Perry stated that the area facing South is zoned for apartments and the
South side of Wroxton is zoned for single families and duplexes.
A4r. Allen stated that he was concerned about the density this would create
with parking and traffic increasing on the Southside.
A lengthy discussion began with many questions asked. After discussing the
above for an extended time:
Mr. Abell made a motion not to rezone the Southside of Wroxton between Kirby
and Wakeforest, but to keep it zoned as it is currently, which is single
family residences and/or duplexes. Seconded by T9r. Allen. '~

After much discussion concerning the Northside of Wroxten for rezoning:
Mr. Norton made a motion to recommend the rezoning of the property from
Wakeforest to the East to the rear of the commercial property fronting on
Kirby and North of 11'roxton as described in the application for Public
Hearing for the townhouses with proper criteria recommodations to be made.

Mr. Casey asked t~lr. Abell if he had a clear understanding of what he had voted
on.
Mr. Abell stated that it was his understanding that the motion was that the
Commission has decided on the first step and that is depending on the outcome
of this motion as to whether or not to recommend that the area be rezoned for
townhouses, and if the vote is favorable then we will move into another
phase of it that would be making requirements for parking, etc.... and every-
thing that goes along with it and presenting it to the City Commissioners as
agreed upon.

• Mr. Casey suggested that a workshop for the Zoning and Planning Commission
be held to formulate the criteria to present to the City Commissioners.
Mr. Casey asked if all members would/could attend. All members stated yes.
1~4r. Norton volunteered to outline the rough draft and have it ready for
the upcoming workshop. The members could then give their input and make
necessary changes.
Mr. Casey advised the members that they should look closely at Ordinance
#1025 before coming to the workshop.
It was agreed to hold the workshop on December 2,. 1982, 7:30 p.m, in the
Conference Room at the City of 1Vest University Place City Hall.
More discussion from all members.
Mr. Allen made a motion that the Zoning and Planning Commission instruct
the Building Inspector, Mr. Wayne Perry not to issue any building permits
for new construction until the Zoning and Planning Commission had an opportunity
to measure the proposal against the criteria. Mr. Norton~seconded the motion.

After much discussion:
Mr. Norton made a motion to deny application ~82-9 due to the fact that it
