HomeMy WebLinkAbout0591984 ZPC Minutes.l~:r .4. :`_ "1 `' ~ ~ I L ZONING & PLANNING COMMISSION MINUTES SPECIAL MEETING May 9, 1984 The special meeting was called to review the proposed, revised Documents pertaining to Procedures for Subdivision and for replatting of lots in the City of West University Place. The meeting was held in the City Hall Bettler, Vice Chairman, Mike 0'Leary, Also in attendance were David Allums, Perry, the City Building Inspector. Conference Room with Marcellus Tish Taitte, and J. E. Norton present. the City Attorney, and Wayne The meeting began with introductions of inembers and the City Attorney and the Building Inspector, and hearing of residents. There were no comments from the audience. The recirculation of the notice for the pending request for,subdivision of the lot at 3506 Sunset was mentioned. The building Inspector's Office was initiating the recirculation of the Zoning and Planning Commission scheduled on June 14, 1984. Next, David Allums, let the review of the Proposed Procedures and Documents for subdivision and for replatting of lots, which ar"e being revised and , amended to better serve under the new City Ordinance No. 1212. David Allums began by establishing Ordinance No. 1212 as the basis for these Procedures and Documents, and then moved through the Ordinance by Section for detailed discussion. Items of discussion during the review were as follows: The request and Preliminary Plot can be sent over to the required City Officials and Department Transmittal letters from the Building Irispector's Office is not necessary. The 21-day period required in Section 4 of the Ordiance was stated as too short for the necessary work in the Building Inspector's Office. The prescribed method of determining lots within the area to be noticed was reviewed. Tish Taitte questioned whether the fee covered the costs of the process. Facts were not available, but it was agreed as doubtful. David Allums summarized the sequence of stepsnin the process as contained in the Ordinance. The notice to individuaZs in `the area required to be noticed, and the public notice was reviewed. It was mentioned that one or two persons within the noticed area sometimes fail to get noticed. The State Statute only requires mailing to last Tax Roll owners of lot in area to be noticed and the posting of the public notices. This was established as satisfactory and such steps as certified mail were stated as unnecessary. It was agreed to remove the blanks within the body of the text on the "Notice" to Interested Property Owners form and group them immediately below the text body. The text would be left intact above. The Fee amount was discussed. It was decided that it was a City Administration decision based on their knowledge of costs. ~ The time requirement for the proposed Plat Survey to be within 60 days prior to the hearing was discussed as tight in some instances. ~a -, ~-t ~ i ; ~ .. ~ • David Allums explained that "reasonableness" is the guide. The intent is to have an up-to-date survey reflecting the lot at the time of the hearing. It was determined that Mike 0'Leary would work with David Allums to rework these Proposed Procedures and Documents including there comments and communicate with the City Administration as necessary to finalize these Procedures and Documents. Motion was made by Jim Norton to adjourn, Mike 0'Leary seconded the motion. All Voted Aye. The Meeting was adjourned. •
