ZONING AND FLANNING COr4~~ISSION

The Zoning and Planning Commission convened in regular session;
Thursday, October 10, 1985, at 7:30 P.M. with the following
members present: Chairperson Reid Wilson, presiding; Members
Buddy Bell, Robert Lindsey, Charles Lusk, and Stephen Munisteri.
Chief Building Inspector, Wayne E. Perry, was also present.
Notice of Meeting was posted in the City Hall on October 7, 1985
in accordance with State Statutes. Minutes of regular meeting
of the Zoning and Planning Commission on September 5, 1985 and
September 12, 1985 were approved by Chairperson Reid Wilson,
moved by Mr. Lusk and seconded by Mr. Munisteri, and_passed
unanimously.
Chairperson Wilson distributed information to other members on
the functions of, the Zoning and Planning Commission and a copy
of the Texas Subdivision Statue. Chairperson Wilson suggested
that the Commission get together with the Mayor and City Council
to discuss interaction with the Long Range Planning Commission.
• Mr. Munisteri passed out provisions of the City's insurance
policy' to other members.
Hearing of Residents: There were no matters or inqufries to
bring before the Commission.
The last item on the agenda was the request for rezoning:

Mr. Richard G..Rnight, General Partner, and Mr. Michael B. Gruby,
P.E., Development Manager for The City Partnership, Ltd. presented
their proposal for a retirement center. Several questions were
asked by the Board for clarification, i.e. buffer issue, impact on
traffic, air conditioning units, fire protection, sufficient park-
ing, sewerage and water, height restrictions, etc.
~ At the suggestion of Chairperson Wilson, a motion was made by Mr.
Lindsey, and seconded by Mr. Munisteri to consider additional in-
formation from City staff inembers on basic issues and present a

report to the Commission. At this time, it was decided to call
a special public meeting "Workshop" session to_further discuss
and clarify issues on the proposed retirement center.
Upon motion•duly made, seconded and carried, a Workshop Session
was called for on October 17, 1985, 7:30 P.M., by the Commission.
Commission members reviewed procedures to be followed for the
October 23, 1985 Public Aearing: Copies of Mr. Knight's pre-
sentation were to be made available to the public for review
and could be purchased at the City Hall; citizens may submit
written statements addressed to the Zoning and Planning Commis-
sion; a"sign up'.' sheet will be made available upon entering the
Public Hearing; a three (3) minute time limit for each speaker,
or if two or more citizens wish to defer, they may do so to
another party.
With no further business to come before the Commission, upon
motion duly made, seconded and carried, the meeting adjourned '
at 9:30 P.M.
